ENVIROMENTAL QUALITY CONROL BOARD

REGULAR ADJOURNED MEETING
7:30 P. M.
The Enviromental Quality Control Board of the City of Seal Beach met in
regular adjourned session in the City Council Chambers. The meeting was
opened with Chairman Cunningham leading the Pledge of Allegiance.

Motion by Smedley, seconded by Killough, to approve the minutes of Novewber
29, 1972. Motion is unanimously approved by those members present.
No corrections made.
BOARD ITEMS
After short discussion item was deferred.
. PUBLIC HEARINGS
Chairman Cunningham opens public hearing on Item VA" prepared Enviromental
Impact Report concerning a 13 unit apartment by Stan Hyden.
Bill Donovan, of Corona del ~~r, acted as spokesman for Stan Hyden.
Question of replacement of tress is brought up by Smedley.
Hemorandum from Bob Neprud, Planning Officer, City of Seal Beach, Variance
V-26-72, approved with conditions that landscaping plans be submitted.
Chair is concerned mainly about size of trees replacing original ones.
Donovan remarks that Hyden proposes to replace four of the existing trees
with eight of specimen type and comparable size to those being removed.
No opposition is expressed by members of the audience.
The Chair closes the hearing.

Chair opens public hearing on ItemVB, prepared Enviromental Impact
Report concerning a 70-unit condominium project at 12400 Montecito
Road, proposed by Bernard Solomon.
Solomon intends to furnish 123 parking spaces all on the shopping
center's property. Requirement is 105 parking spaces.
After discussion including proposed parking spaces, Board unanimously
approved proposition.
No opposition is expressed by members of the audience.
Chair closes hearing.
Motion by Killough, seconded by Smedley, Item VB is accepted with additional
findings.

Chair opens public hearing Item VC, prepared Enviromental Impact
Report concerning widening and channelization in the vicinity of
St. Andrews Drive prepared by Staff.
Proposition to add additional lane so as to alleviate south bound
bottleneck to provide 3 through traffic lanes, curbs and gutters on
eastside of street. Plan sub~itted also provides full scale landscaping
with good ground-cover. Las ground cover was not compatible with
Oleanders because it required too much water.
Motion by Smedley, seconded by Killough to approve Envirornental Impact
Report prepared by gtaff.
Chair closes hearing.

1972. Proposes that the next meeting be scheduled for January. 10, 1972.
