The meeting \o13S opened l1ith Chairman Cunninghat1l leading the Pledge of Allegiance. ROLL CALL Present: Cunningham, Killough, Harrington, Smedley Absent: AbraMson (Excused, Chair directed Staff to send Card) Also Present: Bill Little, City Staff UlNUTES Hotion by Board Hembers, Killough, Second by Snedley, to approve the minutes of the Regular Meetinp, of September 13, 1972. BOARD ITEHS Secretary indicates that the Orange County llealth Department w1ll t1lake a presentation of their Noise Survey and Ordinance, and that it I'1ay be appropiate to aMend the Agenda so as to experlite this mater first. It is so moved by Board }~mber Smedley,' Seconded by Killough. Motion unaniMously carried. The Chair Introduces Item "B", consideration of proposed noise survey and ordinance, then introduced Edwin Brickson of the Heal~f DepartI'1ent-~ho indicates he lv-ill present both on the Counties Health I'epartment behalf. Rli'fickGon presents survey, outlining concepts showing location of M 0 tV \~I\J fvb point~, and presentation and acetate transparancies projected on a screen w~ uti 1ized. Questions and Discussion Followed. Discussion of Drag Races in College Park East with instructions to the Se=retary to look into the matter~~ ^ mot10n by Bo~rd l1cmher Harrington, Seconded by Smedley, concerning the results of the survey and recommending the adoption of the proposed noise Ordinance follows: Ayes: Cunningham, Harrington, Killough and Smedley. Secretary indicates that some additional revision has been made in conjunction with Board }[embers Killough and also that administrative policy has also been discussed at length with Hr. Killough. Killough ""nil .J!r"1'c.YJ However, that he feels additional timing is required. Board Members Harrington and Cunningham indicate that the recent California Suprene Court decision on the application of the Environmental Qualtiy Act of 1970 is of consideratable significance and that further discussion of Ordinance Revision should await the legal effects of the courts ruling.
