MINUTES

ENVIRONMENTAL QUALITY CONTROL BOARD
AUGUST 10, 1972
REGULAR t-!EETING
7:30 P.M.
The EQCB of the City of Seal Beach met in regular session in the Council Chambers
at the City Administration Building. The meeting was opened at 7:30 p.m. by
Chairman Cunningham and the Pledge of Allegiance was led by Vice-Chairmwi Killough.

Present: Cunningham, Killough, Abramson, Smedley, Harrington
Absent: None
BOARD ITEMS
A. Introduction of new members; Mrs. Jon Smedley (Sue) gave a statement of her
backbround and Mr. Harrington (James) gave a statement of his background.
The three other members gave statements of their background.
~ Chairman Cunningham gave a history of the EQCB and reviewed certain perceived
problem areas.
B. Revision of City Council Ordinance No. 819. The EQCB members agreed that the
present ordinance limited the EQCB's effectiveness due to the absense of any
powers. It was felt that the EQCB should be set up like Plainning Commission
with both powers and duties. The members would like Seal Beach's EQCB
modelled after the State of California EQCB.
A f~quest was directed to the Acting Secretary to set up joint meetings with
City boards and commissions when matters of joint concern appear so that the
boards can work together.

Acting Secretary directed to look into the possibility of the City buying
returnable bottles so that the problem of litter and broken glass could be
kept at a minimum.
C. Acting Secretary reported on certain topics and areas of concern in which the
EQCB could possibly investigate and report to City Council.
