Environmental Quality Control Board
Minutes of September 30, 2009
Chairperson Voce called the meeting of the Environmental Quality Control Board
(EQCB) to order at 6:30 p.m. on Wednesday, September 30, 2009. The meeting was
held in City Council Chambers and began with the Salute to the Flag.'
Roll Call
Present: Chairperson Voce, Members Barton, Cummings, and Hurley

Jerry Olivera, Senior Planner
Absent: Member Navarro
Chairperson Voce noted for the record that Member Navarro had reported that she
would not be in attendance at tonight's meeting. He ordered that her absence be
excused.
II Approval of Agenda
MOTION by Hurley; SECOND by Cummings to approve the Agenda as presented.

9. Response to Draft EIR — Beach and Edinger Corridors Specific Plan — City of
Huntington Beach
Recommendation: Authorize approval of letter with any modifications
determined appropriate, instruct Chairman to sign proposed Response Letter.
Instruct staff to forward to City Council for information. Receive and File Staff
Report.
Staff Report
Mr. Olivera stated that Staff had received an Environmental Impact Report (EIR) from
the City of Huntington Beach regarding the Beach Blvd. and Edinger Avenue Specific
Plan. He indicated that Staff has prepared a response letter for the Chairperson's
signature. He noted that because of the distance of this intersection from the City of
Seal Beach, Staff anticipates no impacts. Member Hurley referred to Page 4.15 -6 and
stated that he has a problem with the mathematics in the table at the top of the page,
noting that the calculations for the year 2050, as 80% of the 1990 level for greenhouse
gas of 427.0, would be greater than the 2050 number displayed of 341.6. He added
that this number is repeated on page 4.15 -9 under the heading Executive Order S -3 -05.
Mr. Hurley requested that Jerry return with the correct information on these items at the
next EQCB meeting. He then stated that he has no comments on the response letter
and would approve it. Mr. Olivera noted that the City of Huntington Beach probably
acquired this data from state information and had not noted the discrepancy. He stated
that he would conduct some research on this data.
MOTION by Hurley; SECOND by Cummings to approve letter as presented and instruct
Chairperson to sign the response letter. Instruct staff to conduct research on the origin
of the data in question. Forward copy of letter to City Council for information. Receive
and File Staff Report.

VI Staff Concerns

VII Board Concerns
Chairperson Voce stated that Member Navarro had requested that he circulate copies
of a newspaper clipping related to the composting project at the Joint Forces Training
Base.

Chairperson Voce then noted that at the previous meeting Mr. Whittenberg had stated
that he would provide information on how to reach residents with the air pollution
education materials that are to be sent out, and also that he would prepare a proposal
to City Council recommending preparation of a Proclamation to advise the community to
refrain from polluting the air in any way. Chairperson Voce noted that October is here
and people will begin to use their fireplaces soon. He asked if Mr. Olivera could provide
a status on this. Mr. Olivera stated that he would inquire of Mr. Whittenberg regarding
this information. Chairperson Voce noted that if the information was misplaced, he
could provide another copy to Staff.
