Adjourned to City Council Conference Room The Environmental Quality Control Board of the City of Seal Beach met in regular session in the City Council Conference Room. The meeting was opened by Chairman Cunningham leading in the Pledge of Allegiance. ROLL CALL Present: Absent: _ _--:. Motion is unanimously adopted by members present. BOARD ITEMS _-- .1.....0;:' e Two representatives from Leisure World were introduced for questioning concerning Annexation of Clubhouse No.3. D1scussion followed and members of the board unanimously approved the Negative Declaration. Further discussion indicated some opposition to the proposal on the basis of noise and the entrance-exit situation that would result. The author of the Negative Declaration for amending the Use IIR1ding and Boarding Stables" (Ordinance No. 628) into Unclassified Uses (Article 16), Charles Antos, was called into the meeting to clarify the basis for the declaration. Antos, Planning Aide, stated the issue had originally been brought forth because of a request for a determination. Discussion followed. Killough moved to hold decision until the next meeting. Dave Recupero of the Bixby Ranch Company was introduced to the board ~ and he made himself available for any questions. .( . ( - t WRITTEN COMMUNICATIONS . There were no written conmunications. ORAL COMMUNICATIONS Hadley Killough, Jr.'s son, Hadley Killough, Jr., asked for a letter of request to be sent to Toby, the advisor to the Environmental Studies program at Huntington Beach High School for his use in getting per- mission to look into the Naval Weapon Station Dump Site. Bill Little will write the rough draft. ." Chairman Cunningham left at 8:40, turning the meeting over to Killough. Board members received copies of materials related to the Navy Dump Site that were presented by Michael F. R1chman to the City Council.
