MINUTES ENVIRONMENTAL QUALITY CONTROL BOARD WEDNESDAY, MARCH 14, 1973 REGULAR MEETING 7:30 P. M. The Environmental Quality Control Board of the City of Seal Beach met in regular session in the City Council Chambers. The Meeting was opened with Chairman Cunningham leading in the Pledge of Allegiance. ROLL CALL Present: Absent: Also Present: Cunningham, Killough, Smedley, Harrington None Bill Little, Secretary BOARD_-ITEMS -- -=-...- ...... - - - -.. -...- .. ... -- . -~ ~ Chairman Cunningham introduces the first item, consideration of EIR Negative Declaration for undergrounding of utilities along Pacific Coast Highway._ Discussion follows. Motion by Harrington, seconded by Smedley, to approve the dec- laration. Unanimously approved. MOTION CARRIES. The chair introduces the second item, discussion of State Pre- pared guidelines for preparation of EIR's under the CEQA of 1970. There was confusion as to how the guidelines differed from current procedure. Bill Little offered an explanation. Chairman Cunningham asked for a decision by the city council as to whether the Environmental Boards have the power to determine policies to be implemented by the city council. He suggests that possibly the Planning Commission might handle the EnvironmentaL Board functions. - - -. ~ - . ...- -.. I~ addition, Chairman Cunningham quesfioned the purpose. of the Enviropmenta1 Board; the guidelines are so loose that they cad be interpreted in various ways, depending on who reads them. SECRETARY's REPORT Secretary asks if there are any questions about the casing head gas burning on the hill. Killough indicates that Los Angeles County does not use this method. Chairman Cunningham requested that the secretary bring a listing of the date of the expiration of the Environmental Impact Board members' terms to the next meeting.
