The Environmental Quality Control Board of the City of Seal Beach met in regular
session in the City Council Chamber. The meeting was opened by Chairman
Harrington leading the Pledge of Allegiance to the Flag.

Motion by Bisco, seconded by Smedley, to approve Resolution 74-2 honoring Hadley
Killough for his service to the City as a me~ber of the EnvironMental Quality
Control Board. Unani~ously approved.
SECRETARY'S REPORT
The Secretary presented a brief report on the city~s involvement in offshore
oil production. On shore oil facilities are located on First Street and the
city allows boat landing privileges on the pier.
Tne secretary also discussed the procedures to get a State Scenic Highway
designation on Pacific Coast Highway.

t1r. King reported several missing blocks in the city wall at the end of Galleon
Hay. Mr. King also requested a report on \'1ho authorized the f10 Parking-s\'leeper
signs in Bridgeport.~
