ENVIRONMENTAL QUALITY CONTROL BOARD
Thursday. March 28. 1974
Regular Meeting
7:30 P.M.
The Environmental Quallty Control Board of the City of Seal Beach met in regular
session in the City Council Chambers. The meeting was opened with Chairman
Cunningham leading the Pledge of Allegiance.

BOARD ITENS
The Chair reopens discussion of addltional study in connection with the draft
Environmental Impact Report prepared for the proposed Board and Care Home at the
south-west corner of the Rossmoor Business Center.
Chair asks Secretary why letter for Shirley Baily of the Homeowners group was not
lnc1uded in discussion at the Public Hearing. Secretary indicates that letter
arrived the day after the hearing and will become part of the final EIR when lt is
adopted apd also that the letter appears to be an outline of those factors discussed
in B. F. lefson's letter which had been considered at length.
Robert Hirsch, 15233 Ventura Boulevard, Sherman Oaks. presents additional study in
the form of Exhibit "A". attached hereto; comments on Atlantis' participation and
verbally responds to B. F. Lefson's letter.

Secretary responds.
Dr. Raymond Sharp. 12741 Monteceito Road, indicates his unhap~iness with amounts of
parking proposed in the plan. feeling that addltional on-street parking is untenable.
Mary Jane Buckley, 3132 Druid Lane, brings to the attention of the Board plans for
additlon to the Beverly Manor Facility on Beverly Manor Road across from Seal Beach
Flre Station 113.

Board Member Killough asks about air quality data and sampling points in relation
to the power plants. Hirsch responds to Killough's satisfaction.

Chairman Cunningham asks what the pleasure of the Board would be.
Motion by Harrington, seconded by Smedley, to approve the draft EIR along with all
comments, responses and addendums along with a cover letter reflecting the adverse
environmental impact which would result from the proposed amount of parking,
declaring the sufficiency thereof and adopting the aforementioned as the final
Environmental Impact Report for subject project.
Motions unanimously carries.
SECRETARY'S REPORT
Secretary reports to the Board on the State's plan to regulate complex sources.
