7:30 P.M.
The Environmental Ouality Control Board of the City of Seal Beach met in
regular session in the City Council Chambers, City Hall. The meeting was
opened by Chairman King leading the Pledge of Allegiance to the Flag.

Minutes of November 13, 1975 approved as amended.
RESOLUTIONS
Proposed Resolution 75-2, recommending the proposed ordinance relating to
the transfer of ownership of residential property, was discussed by the
Board. George Reid of the Building Department answered questions. The
penalty for violat1on is $500 fine or 5 days in jail. Prosecution is
extremely rare. Such ordinances are seldom applied to commercial property.

Mr. King expressed concern about the property owner who upon attempted sale
of his property discovers that the previous owner had constructed illegal
alterations which he must correct at great expense. Mr. DeForest expressed .

Motion by Knuti, seconded by Smedley to approve Resolution 75-2.

ORAL COMMUNICATIONS
Mr. Knuti said the California Coastal Plan is now available. The Secretary
advised that he had a copy that was available to lnterested Board Members.
