REGULAR MEETING
7:30 P.M.
The Environmental Quality Control Board of the Clty of Seal Beach met in
regular session in the City Council Chambers, City Hall. The meeting was
opened by Chairman King leading the Pledge of Allegiance to the Flag.

The Secretary reported that Mr. Knuti was visiting in Kansas City.
MINUTES
Motion by Biscoe, seconded by Smedley to approve the minutes of October 23,
1975, unanimously approved.
RESOLUTIONS
Resolution 75-1, honoring James Harrington for his service to Seal Beach as a
~emb~r of_the.Environ~ental_Quality Control Boar~, was una~imously approved.

Proposed Resolution 75-2; recommending the proposed ordinance relating to the
transfer of ownership of residential property, was discussed by the Board.
Mr. King and Mr. DeForest both expressed concern on the proposed increase in
fees and approvals needed to sell a house. They requested further clarification
on what properties were covered, what the fees would be and what the penalties
are. Both declined to support the resolution. No vote was taken. Mr. King
requested the presence of George Reid to further clarlfy the proposal at the
next meeting.

The Secretary presented brochures on three types of vacuum equipment. Two,
the Vac-All and the Vacu-Sweep, are truck mounted with gutter brooms, hose
attachments, etc. Public Works personnel had viewed a demonstration of the
Vacu-Sweep and were favorably impressed. The Secretary lndicated that additional
information, including costs, would be forthcoming. Board Members expressed
a desire to attend any demonstrations of the equipment. Mr. King expressed his
amazement that the City did not already have such equipment, as he had thought
they did.

The Secretary reported on a discussion with the Recreation Department concerning
the proposal for an anti-litter campaign. -~il
Mr. King reported that he had taken part in a desert cleanup drive where the BLM
had placed notices on litter items that the person who found it had won a prize.
The possibility was discussed to include such an idea in a one day cleanup drive
as part of the Spring cleanup week. Prizes could be donated by businessmen,
glft certificates, passes, bikes, tee shirts, etc. Group competition could be
arranged, Old Town vs. College Park East for example. The Secretary indlcated
that further discussions would follow. No recommendation was adopted.

DISCUSSION - BEAUTIFICATION OF SEAL BEACH
Vi Biscoe presented a six-page report containing 30 photographs of unattractive
areas of Seal Beach. She reported also that the alleys were hard to identify
and that alley name signs and house numbers should be provided.

The Secretary reported that the Navy Base had not as yet been contacted about
attending discussions on beautification of the Base and that another change
of command was presently underway. .

Mr. DeForest explained his inability to locate the entrance to Gum Grove ParkJuefole.c.b:ot...
and also expressed concern over the quality of water provided by the City for ~,~w
the past year. The topic will be discussed at a later date. ~
Mr. King discussed a complaint he had received that oil was still being dumped
in the San Gabriel River in spite of the new connection to the City sewer
system. The Engineering Department was requested to investigate.
ADJOURNMENr
Motion by Smedley, seconded by Biscoe, to adjourn to the first regular meeting
in December, because of the Thanksgiving holiday. Unanimously approved at
9:40 p.m.
