HomeMy WebLinkAboutCC AG PKT 2009-11-09 #JAGENDA STAFF REPORT DATE: November 9, 2009 TO: Honorable Mayor and City Council THRU: David Carmany, City Manager FROM: Jeff Kirkpatrick, Chief of Police SUBJECT: PURCHASE OF MOBILE DIGITAL COMPUTERS AND IN -CAR VIDEO CAMERAS FOR POLICE VEHICLES SUMMARY OF REQUEST: It is requested that the City Council approve the purchase of nine (9) Panasonic Mobile Digital Computers with integrated in -car video systems for the marked police fleet. BACKGROUND: The police department's fleet is equipped with mobile digital computers that are over five years old, and all with outdated operating systems and hardware. Staff created bid specifications for a rugged, mobile, laptop computer, with the capability to access essential law enforcement databases, the potential for a less "paper intense" system for report writing in the field, automatic vehicle location technology, and mapping capabilities to increase officer effectiveness. The "Panasonic Toughbook 30" mobile laptop computer was identified as having necessary durability for field use coupled with appropriate operating system and software capabilities. Staff researched in -car video solutions and developed bid specifications for a new digital video recording system. The specifications included tamper -proof video and audio recording devices mounted to the front as well as towards the rear seat of police vehicles. The specifications require the ability to record police events onto digital media and then upload to a hard drive via wireless transfer. A server -based archival system will simplify the administration, storage and duplication of recorded video. In addition, with the lack of moving parts in the new digital system this will enhance the durability and reduce downtime associated with necessary repairs. The "Panasonic Toughbook with integrated Arbitrator 360" in -car video solution was deemed the best solution. The Arbitrator offers the necessary video features as well as compatibility with the mobile digital computer system. Agenda Item J Page 2 Bids were solicited for the nine Panasonic Mobile Digital Computers and Arbitrator 360 in -car video solution. CDCE Inc. submitted the lowest bid (Attachment -A) in the amount of $131,022.65 covering the total costs of all associated hardware, software, taxes, and complete installation. CDCE Inc. also maintains a nationally attachable bid for this process with the City of Tucson Arizona (National IPA Purchasing Contract #073103). The Tucson contract has been verified and can be "piggybacked" by other government entities. FINANCIAL IMPACT: FY 09/10 budget has an appropriation for this MDC /video project in excess of the bid of $131,022.65. WHEREAS, the Seal Beach Police Department is currently using obsolete, second - generation, mobile data computers (MDC's) in its marked police cars as a technological force - multiplier designed for officers to conduct data searches and inquiries from the field; however, the second - generation hardware and software has outlived its life expectancy and is now prone to frequent breakdown and failure; and WHEREAS, the third generation of MDC'S have a stronger, robust, open architecture operability, less prone to failure, with state -of- the -art hardware and software; and WHEREAS, the newer technology now includes an integrated dashboard video recording system which will record the officer's interactions and contacts with various members of the public, thus serving as a risk - management tool. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE: To authorize the City Manager to purchase of nine (9) Panasonic Mobile Digital Computers with integrated Arbitrator -360 in -car video systems for the marked police fleet and approve the low -bid vendor, CDCE, Inc. to provide the hardware, software, and installation. This will include the Toughbook, vehicle port rep and power kit. Additional items can be covered under this contact if desired (cost may change). If an vehicle is experiencing technical difficulties then a CDCE technician will be dispatch to your location to trouble shoot and repair the problem. They will have spare parts to replace any defective components and if the Toughbook requites services we will bring it back to CDCE and send it to Panasonic for repair and then return it the station. This contact will also provide help desk support from CDCE Monday thru Friday from Sam to 5pm. The CDCE help desk can assist with basic trouble shooting, software and driver updates and any other technical related questions. $40 per vehicle per month, can be billed annually or all at once iemib diiu �unuiuuns of sale. 1.
