The Environmental Quality Control Board of the City of Seal Beach met in regular session in the City Council Chambers. The meeting was opened by Chairman King leading the Pledge of Allegiance to the Flag. . . , - ROLL CALL Present: King, Biscoe, Knuti, Smedley Absent: None MINUTES Mot1on by KNuti, seconded by Biscoe, to approve minutes of September 11, 1975, was unanimously approved. Study the possibility of amendlng the animal control ordinance to require persons walking dogs on public property to carry a scoop or other device to pick up and dispose of dog feces. Failure to carry the scoop would be an offense in and of itself. 3. Budget for the, purchase of vacuum street sweeping equipment. 4. Not support AB 2353, the Litter Abatement and Resource Recovery Act of 1975 because of its additional taxation and .big government I approach. Upon a motion by Biscoe, seconded by Smedley, the above recommendations were unanimously approved. The Board also found that shopping centers are a large source of litter and dlrected the Secretary to prepare a letter for the Chairman1s slgnature to the Chamber of Commerce urging addltional trash cans and clean up effort by the merchants of Seal Beach. ORAL COMMUNICATIONS Chairman King requested that each Board Member prepare a list of possible projects for the beautificat10n of Seal Beach. Sue Smedley requested preparation of a resolution of appreciation for Jim Harrington. ADJOURNMENT Motion by Biscoe, seconded by Smedley, to adjourn. Unanimously approved at 9:00 p.m. /?h~J~
