SUBJECT: ACCEPT DONATION OF POLARIS® RANGER
6X6 OFF -ROAD UTILITY VEHICLE
SUMMARY OF REQUEST:
The proposed City Council action will accept a donation of a Polaris® Ranger
6x6 Off -Road Utility Vehicle for use by the Police Department during
emergencies and summer beach patrol.
BACKGROUND:
The City of Seal Beach Police Department was awarded a donation of a Polaris®
Ranger 6x6, 2- Passenger, Off -Road Utility Vehicle from the Operation Ranger
Program. The Operation Ranger program is a community service program
offered by the U.S. Smokeless Tobacco Company. The program exists both to
recognize the service of our nation's emergency responders and to provide a
versatile, practical vehicle that will enhance emergency response capability at the
community level. The program was founded in 2002 and to date more than 400
vehicles have been awarded to first - responder agencies across all 50 states.
The Police Department currently has one, single - passenger all- terrain vehicle
(ATV) in its fleet (purchased previously with Supplemental Law Enforcement
Service Fund grant monies). During the summer months two officers are
assigned to patrol the beaches and downtown area. The Police Department's
ability to effectively patrol the sand environment is lessened with only one ATV. A
two -seat ATV will greatly enhance our ability to place officers expeditiously out
on the sand or in other times and places where an ATV would be useful. Having
two officers patrolling together in these environments enhances officer safety and
effectiveness. The use of a Polaris® Ranger 6x6 type ATV would serve to
accomplish both.

Additionally, adding this type of vehicle to our public safety fleet adds another
emergency response capability we do not now enjoy. A six -wheel drive ATV is
capable of fording flood zones as they periodically occur in town. The second
seat and load bed area lend themselves to rescue /evacuation work.
FISCAL IMPACT:
The cost to outfit the Polaris@ Ranger 6x6 Off -Road Utility Vehicle with
emergency lighting, decals and paint is approximately $4000. The Police
Department currently funds all beach patrol programs and equipment using
Supplemental Law Enforcement Services Funds ( SLESF). SLESF funds'will be
used to cover all expenses related to this donation. There will be routine
maintenance costs, however such maintenance should be extremely minimal
based on the warranties accompanying this vehicle and the maintenance track
record of this brand and type.
Additionally, since this is a grant - provided vehicle, there are no plans to replace it
in the existing fleet replacement matrix once it has reached the end of its service
life.
There will be minimal general fund impact associated with maintenance needed.
RECOMMENDATION:
Staff recommends the City Council adopt Resolution No. 5939 accepting the
donation through the Operation Ranger Donation Program of one Polaris@
Ranger 6x6 Off -Road Utility Vehicle.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SEAL
BEACH ACCEPTING DONATION OF A POLARIS RANGER 6 X 6
OFF -ROAD UTILITY VEHICLE
THE CITY COUNCIL OF THE CITY OF SEAL BEACH DOES HEREBY RESOLVE
AS FOLLOWS:
SECTION 1. The City Manager is hereby authorized to accept donation of a Polaris
Ranger 6 x 6 off -road utility vehicle from the Operation Ranger Program, a
community service program of U.S. Smokeless Tobacco Company.
SECTION 2. The City Clerk shall certify as to the adoption of this Resolution.
PASSED, APPROVED AND ADOPTED by the City Council of the City of Seal
Beach, at a regular meeting held on the 9th day of November. 2009 by the
following vote:
