PR0901 SUMMARY OF REQUEST: Approve the request for a budget amendment for the Eisenhower Park Restrooms Project No. PR0901 in the amount of $86,124. BACKGROUND: In 2000, California voters passed Proposition 12 and in 2002 voters passed Proposition 40. As part of the Proposition 12 bond and Proposition 40 bond, the City has been allocated $470,000 for City parks under the Park Per Capita Program and $79,799 under the Robe rti-Z'Be rg- H a rris Block grant program. These funds have been used for the replacement of playground equipment at four parks including Marina Park, the Beach Park, Heather Park and Edison Park. Bluebell Park was recently renovated using these Proposition grant funds. In addition, they provided miscellaneous improvements to the Marina Community Center, McGaugh pool, and irrigation repairs to various parks. The City has $86,124 grant funds remaining to be used. These funds were earmarked for bathroom upgrades at the restrooms at Eisenhower Park, located under the Pier. This project was labeled in the City's 5 -year CIP to be completed in Fiscal Year 2008/09. However, before the City could obtain final approval for this project, the State's recent fiscal and economic problems resulted in a freeze on all payments under these bond acts. Without knowing how long these funds would be frozen, or if they would ever be released, the City did not program this project into the current FY 2009/10 or FY 2010/2011 budget. Official word that the grant monies had been unfrozen and the City's project had been approved came in August of 2009, after the City's budget had been Agenda Item M Page 2 approved. The City had previously sent out a Request for Proposals for an architect to design the bathroom remodel and entered into an agreement with Basilio Associates, Inc. in the amount of $19,480. Construction is estimated in the amount of $65,000. The City is seeking a budget amendment in the amount of $86,124, which will be reimbursed in full by the state, for design and construction of the Eisenhower Park Restrooms Project No. PR0901. FINANCIAL IMPACT: A budget amendment is required for these funds in the amount of $86,124 and is provided in agenda item "E ". RECOMMENDATION: Approve the request for a budget amendment for the Eisenhower Park Restrooms Project No. PRO901 in the amount of $86,124.
