ST0906 SUMMARY OF REQUEST: The City Council is asked to approve the plans and specifications for the Local Street Resurfacing Program Project No. ST0906 and authorize staff to solicit bids. BACKGROUND: City Council allocated $5 million dollars for local street resurfacing. The City Council created an Ad -Hoc committee to select various streets city -wide to be paved. Based on the approved 2008 Pavement Management System and the Ad -Hoc Committee, the following streets were selected: OLD TOWN 1 Street Ocean Avenue to Marina Drive 6 th Street from Ocean Avenue to Electric Avenue 7th Street from Ocean Avenue to Marina Drive 8 th Street from Ocean Avenue to Pacific Coast Highway Central Avenue from Marina Drive to 12 Street Seal Way from 11 Street to 14 Street COLLEGE PARK EAST Candleberry Avenue from Aster Street to Marigold Street Fuchsia Street from Birchwood Avenue to Elder Avenue Fir Avenue from Ironwood Avenue to Goldenrod Street Fir Avenue from Rose Street to Wisteria Avenue Guava Avenue from Ironwood Avenue to End Hazelnut Street from Guava Avenue to Heather Street Goldenrod Street from Elder Avenue to End Fuchsia Circle from Fir Avenue to End Tulip Street from Ironwood Avenue to Lampson Avenue Agenda Item R Page 2 The scope of work in Old Town consists of removing curb & gutter and portions of the parkway that are impervious and replacing with new curb & gutter and sod. The project in Old Town also consists of grinding sections of concrete, paving with rubberized asphalt, replacement of damaged sidewalk and driveway entrances and the removal of trees as necessary, including palm trees. Attached is a list of addresses with trees to be removed and impervious parkways to be replaced. On October 14, 2009 the City held an open house for owners, residents and tenants on the streets to be resurfaced to come and learn about the project and ask any questions that they may have. Over 400 notices were mailed out for this event. The five residents who showed up at the open house were pleased with all aspects of this project and excited for it to move forward. The scope of work in College Park East consists of removing damaged curb & gutter and driveway entrances and replacing with new curb & gutter and driveway entrances to for improved curb drainage. The project in College Park East also consists of pulverizing the existing roadway, Full Depth Reclamation using Portland Cement, and paving with rubberized asphalt. The complete bid package is located in the City Engineer's office for review and is ready to solicit bids. FINANCIAL IMPACT: In the approved 2009/10 Budget, Capital Improvement Project funds are budgeted for Local Street Resurfacing, in the amount of $5,050,000. Funding General Fund $ 3,934,000 State Gas Tax $ 160,000 Measure M $ 330,000 1 B Bond $ 386,000 Traffic Relief $ 240,000 Total $ 5,050,000 Expenses Design Engineering (RBF) $ 367,000 Construction (Engineer's estimate) $ 4,433,000 Inspection $ 250,000 Total $ 5,050,000 Page 3 RECOMMENDATION: It is recommended the City Council approve the plans and specifications for the Local Street Resurfacing Program Project No. ST0906 and authorize staff to solicit bids.
