The meeting was called to order by Chairman DeForest with Mr. Nelsen leading the Pledge of Allegiance to the Flag. ROLL CALL Present: DeForest, Knuti, Nelsen, Watkinson Absent: Biscoe f1 I NUTES Motion by KNuti, second by Nelsen, to approve minutes of November 11, 1976. Unanimously approved. DISCUSSION - SOUTHERN CALIFORNIA AIR POLLUTION CONTROL DISTRICT PETITION FOR ORDER OF ABATEMENT Chairman DeForest opened discussion. Secretary introduced Bill Compton, area manager for Southern California Edison Co. Mr. Compton introduced R. K. McClusky, research engineer. Mr. McCluskey is program manager for the Particulate Emission Study at Edison. Mr. McCluskey outlined the program to date. Program started January 1, 1976, as joint project of Edison and City of Los Angeles, Department of Water and Power. Project has two parts. First, investigate particulates in stacks, in the air and on "the ground and investigate the instrumentation. The second part of the project involved a canvass of utility companies across the nation regarding particulate control. The canvass found that control is beyond the available technology. The research portion of the project had reached the point of selection of a contractor to do the research. Edison and D.W.P. suspended the project when the Petition for Order of Abatement was filed. The utilities opposed the order on several grounds, foremost being the absolute deadline to achieve control when no method of control is presently known. The Chairman and other Board Members expressed support of the Petition because uf the years of inaction and the present legal battle and the stopping of the research program. Mr. McCluskey indicated that previous studies had found that the particulates are about 1000 times larger in diameter than those found in the stacks and that because of the variety of equipment at the complex, it is difficult to isolate the problem source. Mr. Nelsen presented a draft resolution supporting the Abatement Order. Mr. Compton expressed opposition to the resolution and requested that the Board consider several changes before adopting the resolution. ( <' e Mr. Watkinson expressed opposition to the resolution. Mr. Nelsen drafted a revised resolution and moved its adoption and forwarding to the City Council and the Southern California Air Pollution Control District. Second by Knuti. Ayes: Noes: Absent: DeForest, Knuti, Nelsen l~atkinson Biscoe Resolution approved. DISCUSSION - TRASH IN ALLEYS Motion by Watkinson, second by Knuti, to hold over until next meeting. Unanimously approved. RECEIVE AND FILE Notice of Town Hall meeting, County Sanitation Districts, received and filed by unanimous vote. SECRETARY'S REPORT The Secretary reported that the guidelines for Historic Preservation Elements had been received and that a hearing would be held on January 20, 1977. ORAL COMMUNICATIONS tit Mr. Watkinson requested investigation of the rate of growth of the trees on Pacific Coast Highway adjacent to Bridgeport. Mr. Nelsen requested a copy of Resolution 76-3 for the Junior Women's Club. It was also requested that the Secretary investigate the problem of the glass bin at the Recycling Center.
