ENVIRONMENTAL QUALITY CONTROL BOARD
THURSDAY, JUNE 25, 1976
REGULAR MEETING
7:30 P.M.
The Environmental Quality Control Board of the City of Seal Beach met
in the City Council Chambers, City Administration Building. The meeting
was opened by Acting Chairman DeForest with Ms.- Biscoe leading the
Pledge of Allegiance to the Flag.

MINUTES

The Secretary presented the minutes of the previous meeting. In discussing
the minutes, Mr. Knuti indicated that he did not wish to become involved
with the care, maintenance and operation of city facilities and would
prefer not to be on the Board if that was the case. He felt he had been
appointed to an environmental protection board, not a board to oversee
city operations. Mr. DeForest said he thought that the proposed changing
of the area of study of the board, to include the care, maintenance and
operation of city facilities was important because streets, parks and
other city facilities are a major portion of the environment, over which
the city has direct control. He cited the condition of the basketball
court at Shapell Park as an example. It is cracked, badly deteriorated,
hazardous and could lead to an injury and a law suit;pBring such things
to the attention of the city is an important contribution to the environment.
Mr. Knuti indicated that he did not wish to pursue that type of action
and said he thought he would resign from the Board. He proposed a motion
to ask the Council whether they wanted to keep the EQCB. The secretary
indicated that he thought the Council would want a recommendation from
the Board Members since they are most familiar with the value of the
Board to the City. The motion was not seconded.
The minutes of May 27, 1976, were unanimously approved.
Board Members discussed the possibility of only meeting when there was

called for a meeting to discuss some problem.
Mr. Knuti indicated that he had recently talked to Congressman Hannaford.
They had discussed the prices of domestic and foreign oil. Mr. Knuti
said that the Congressman felt that the low domestic price of oil would
drive many companies out of business. He said that would be important
to Seal Beach because of the offshore oil.

Mr; Knuti indicated that Proposition 15 was a topic the Board could have
made a recommendation on. Mr. DeForest and Mr. Knuti indicated that
they opposed the Proposition, Ms. Biscoe favored it. The Board discussed
some of the safety and environmental problems associated with nuclear
power plants.
Ms. Biscoe moved that the Board recommend to the City Council that the
EQCB be eliminated. The motion was seconded by Mr. Knuti. Mr. DeForest
said he opposed that action because the Board was now getting into areas
that could be beneficial to the city. He said he had come around to
that feeling since his initial dissatisfaction after his first few
meetings. Mr. DeForest called for the vote:

Mr. Knuti discussed the preemption of authority for environmental control
by other agencies and boards, citing the EPA, the Planning Commission
and the Redevelopment Agency. Mr. Knuti moved to amend the previous
motion as follows:

authority over the environment, the Environmental Quality Control Board
recommends to the City Council of the City of Seal Beach that the
Environmental Quality Control Board be eliminated. II
