ENVIRONMENTAL OUALITY CONTROL BOARD

The Environmental Quality Control Board of the City of Seal Beach met in
regular session in the City Council Chambers, City Administration Building.
The meeting was opened by Chairman King with Mr. DeForest leading the
Pledge of Allegiance to the Flag.

MINUTES
The minutes of April 1 were unanimously approved as submitted.
SECRETARY'S REPORT

The Secretary presented preliminary plans for eight 9-unit apartment
buildings to be located on Montecito Road in the rear of the Rossmoor
Center. The Secretary discussed the staff's plan to have the developer
prepare a 10 to 15 page report on the pertinent environmental issues.
The report would be the basis for preparation of a Negative Declaration.
If the report shows that a Negative Declaration can be done, it will
save the developer several months and perhaps $3,500. It is the staff's
belief that previous impact reports have shown t~at the real issues
are social not environmental in that area. It was indicated that the
Planning Department and the developers will be meeting with the Rossmoor
homeowners. The Board concurred with the plan.
DISCUSSION OF E.O.C.B.'S FUNCTION

The Secretary presented a proposal for changing the operation and scope
of the E.Q.C.B. The proposal was predicated upon the belief that most,
if not all of the real lIenvironmental" issues, i.e. air pollution,
water pollution, etc., have been preempted by higher authorities such as
the Environmental Protection Agency. The Board would include in its
area of study all care, maintenance and operation of city facilities

many others. The meeti ng format \'Ioul d be changed to one of 01 d Business/
New Business to allow board members (and audience) a better opportunity
to bring up any topic they wished discussed. The board members were
encouraged to call upon the Secretary for assistance in obtaining
information on a topic they wished d,iscussed.
The board explored the possibilities of the proposed changes. The
Secretary indicated that most of the areas of study would fall into the
realm of the Public Works Department. The board discussed several
sample topics including maintenance of Shapell Park, street maintenance
and care of city buildings.

The Board concurred in the proposed changes in operation. The Secretary
will explain the changes to the absent board members and will prepare
an outline of the various functions of the Public Works Department.
ORAL COMMUNICATIONS
Chairman King announced that he had sold his house and will be moving
out of Seal.Beach soon. This is his last meeting. A written resignation
will be submitted. The Secretary indicated that Mr. DeForest's term
expires shortly. The Board decided Vice Chairman Smedley will chair
the meetings until the Board membership is determined.
