ENVIRONMENTAL QUALITY CONTROL BOARD
THURSDAY, DECEMBER 15, 1977
REGULAR MEETING
7:30 P.M.
The meeting was called to order by Chairman Nelsen with Mr. Watkinson
leading the Pledge of Allegiance to the Flag.

MINUTES
Minutes of December 1,1977, unanimously approved as corrected.
DISCUSSION
Dr. Telford discussed the problems on the San Gabriel River. He walked
the bike trail from Westminster Avenue to College Park West and found
that conditions were no worse at College Park Drive than elsewhere.
The Secretary presented copies of a report from the Police Department
on the situation. The possibility of placing portable rest rooms at
College Park Drive was suggested.
Chairman Nelsen discussed the City Council action on the proposed
Cultural Heritage Commission ordinance. Council voted 2-2, thus
taking no action on the ordinance.
Chairman Nelsen reported that the letter to the Public Utilities
Commission was not ready and that he would turn the draft over to
Dr. Telford.
Chairman Nelsen discussed his recent purchase of a home in Irvine and
resignation from the Board effective December 16, 1977. He expressed
his hope that the Board would pursue recycling programs, particularly
the home pick up of newspapers.
SECRETARYlS REPORT
The Secretary discussed the alternatives being considered for funding
under the County's Arterial Highway Financing Program. Sidewalk
improvements are being proposed for Pacific Coast Highway.
WRITTEN COMMUNICATIONS
Board received the following items:
1. A copy of Chairman Nelsen's letter of resignation to the
City Council.

2. A notice of a preservation conference in San Jose in May,
1978.

There were no oral communications.
