Minutes of' November 17, 1977, unanimously approved by members present.
DISCUSSION
Chairman Nelsen read a draft letter to the Public Utilities Commission
and other agencies regarding pollution from the power plants. The letter
was unfinished and will be finished by Chairman Nelsen at a later date.
The Board reviewed the letter and made a number of changes.
Mr. Compton, from the Southern California Edison Co., explained that the
Public Utilities Commission does not get involved in legal matters such
as the question of restitution for damages from the pollution. The
Board asked whether Edison had in the past wds~d and \~axed cars because
of pollution from the plants. Mr. Compton explained that they had but only
after specific instances resulting from particular operational problems.
Dr. Telford explained the powers that Public Utilities Commissions have
to deal with the power companies. Chairman Nelsen indicated that he
would finish the letter.
DISCUSSION
The Secretary reported on the progress being made to rewrite the proposed
cultural heritage ordinance. The City Attorney had indicated a willingness
to go along with the proposed changes but was reworking certain sections.
The revised ordinance is expected by the next City Council meeting.
SECRETARY'S REPORf
The Secretary reported on the problem of fishing in the San Gabriel River
at the College Park Drive bridge. The Police Department is preparing a
full report. They had been unable to get the necessary back up from the
various agencies such as Vector Control and the Health Department to
make q fishing restriction stand up in court.
Motion by Kolb, seconded by Nelsen, as follows:

"In that the E.Q.C.B. has identified definite environmental problems
existing in the San Gabriel River area on and in the vicinity of the
College Park Drive bridge due to a concentration of fishermen which has
brought about debris, parking problems and sanitation problems. Therefore,
it is requested that the Seal Beach City Council take positive measures
to provide alternate river fishing facilities in other areas to alleviate
the problem without the necessity of a complete prohibition of fishing.11

Mr. Watkinson left early for another meeting.
The Secretary also reported on the proposed subdivision of the old city
yard and on- what measures will be taken to reduce the construction
disturbance in the neighborhood.
WRITTEN COMMUNICATIONS
Chairman Nelsen presented several newspaper articles on solar energy,
and historic preservation.
