ENVIRONMENTAL QUALITY CONTROL BOARD
THURSDAY, NOVEMBER 17, 1977
REGULAR MEETING
7:30 p.m.
The meeting was called to order by Chairman Nelsen with Mr. Watkinson
leading the Pledge of Allegiance to the Flag.

MINUTES
Minutes of November 3, 1977, approved.
CULTURAL HERITAGE COMMISSION
The Board reviewed the proposed ordinance that was referred to them
by the City Council. Revisions were made on a page by page basis.
The revised document was referred to the City Attorney for review.
Board members concurred not to return the ordinance to the City Council
until agreement had been reached with the City Attorney. (See attached
Exhibit A for revtsions to proposed ordinance.)
Motion by DeForest, second by Watkinson to add Section 7D-3 (0) if
the ctty Attorney has no objections. Unanimously approved.
"(0) To encourage the cooperation between cultural heritage
groups, public and private, and shall encourage the development of
such groups in the county and state. II
Motton by DeForest, second by Watkinson, to forward the revised
ordinance to the City Council if the City Attorney approves of it
wtthout substantial changes. Unanimously approved.
DISCUSSION
The Board di$cussed the problem of fishermen on the banks and bridge
of th,e S(l.~ Gabri~l R;\ler {I.t ClJl1eae P~r~ Drive. Various possible
courses of action were discussed including fence on the bridge, signs
on the bridge, increa$ed parking regulations and enforcement, sign
on the river levee, closing the bike trail, and sending the fishermen
elsewhere. No action taken.
WRITTEN COMMUNICATIONS
1. Proposed letter to Public Utilities Commission held over until
next meeting.
2. Letter from Congressman H~nnaford unanimously received and filed.

ORAL COMMUNICATIONS
Dr. Telford recommended that everyone see the Russian Exhibit in Los
Angeles. Mr. Nelsen discussed an article on turn of the century
homes that used solar energy.
