ENVIRONMENTAL QUALITY CONTROL BOARD
THURSDAY, OCTOBER 6, 1977
REGULAR MEETING
7:30 P.M.
Meeting was called to order by Chairman Nelsen with Mr. DeForest leading
the Pledge of Allegiance to the Flag.

Minutes of September 15, 1977 approved.
DISCUSSION - EQCB PROJECTS
The Secretary explained the method of determining the order of projects
on the list. General discussion continued on the first subject, Seal
Beach water quality. The Secretary will provide a brief report on
the subject. The Board also discussed air pollution from the power
plants and freeway noise. Consensus developed to concentrate efforts
on first three topics on the list, drinking water quality, fallout
from power plants and the trash problem on the river levees. Motion
by DeForest, second by Watkinson, to recommend to the City Engineer
that noise levels be monitored in College Park East to document the
effect of the sound barrier. Motion unanimously approved.
DISCUSSION
A. HISTORIC PRESERVATION ORDINANCE
Chairman Nelsen reported on the progress toward adoption of the
ordinance by the City Council. First reading is expected
October 24.
B. HISTORIC rnESERVAT!CN CONrERENCE
Chairman Nelsen reported on the Seal Beach Historical Society
meeting and showed materials he had received from Pasadena. The
next deadline for the grant for the proposed conference is
October 31,1977. Motion by DeForest, second by Kolb, to authorize
Chairman Nelsen to apply for a grant for an Historic Preservation
Conference from the California Council for the Humanities in Public
Policy. Motion unanimously approved.

DISCUSSION
Mr. Kolb discussed the fishing, litter and rat problem on the river
levee, and described his conversation with several agencies. Board
voted unanimously to allow Mr. Kolb to write to the Los Angeles
County Flood Control District to ask for rat control poisoning as
they had indicated they would do in a telephone conversation. The
Secretary will report on what the regulations are on the use of the
river, particularly regarding fishing. He will also report on possible
signs to control fishing.
ORAL COMMUNICATIONS
The Secretary reported that he would be out of town at the time of
the next meeting. Board consensus to cancel the next regular meeting.
Chairman Nelsen discussed several newspaper articles relating to the
Sunset Beach water tower, energy conservation and recycling funds
voted by the Orange County Board of Supervisors, and on the Bank of
America's new policy to loan money for solar heating systems and
other energy conservation devices.
Chairman Nelsen also reported on the Planning Commission's action relative
to Housing and Community Development funds and on the trailer park
project.
