HomeMy WebLinkAboutEQCB Min 1977-09-15 e e . ( ( r'tINUTES ENVIRONMENTAL QUALITY CONTROL BOARD THURSDAY, SEPTEMBER 15, 1977 REGULAR MEETING 7:30 P.M. The meeting was called to order by Chairman Nelsen with Mr. Kolb leading the Pledge of Allegiance to the Flag. ROLL CALL Present: Nelsen, DeForest, Kolb, Telford Absent: Watkinson (excused) MINUTES Minutes of August 11,1977, approved (abstention by Kolb) Minutes of September 1,1977, held over until next meeting. PUBLIC HEARING Chairman Nelsen reopened the public hearing on the redevelopment of the Seal Beach Trailer Park. Board members and Mr. Dawson, developer of the project, discussed various features of the project. Chairman Nelsen called for public comments. None were received. Mr. Nelsen then discussed his proposed resolution and the eight points of the attached memorandum. The Board discussed all points and modified some. Motion by Telford to approve Resolution 77-14 and the attached memorandum. Second by Nelsen for discussion purposes. Mr. Kolb and Mr. DeForest objected to several additional statements in the memorandum, changes were made by consensus of the Board. Board took a five minute recess. Lengthy di$cussion followed on the memorandum. Dr. Telford called for the question. Resolution 77-14 and the attached memorandum unanimously approved by roll call vote of members present. RESOLUTION 77-15 Board discussed and unanimously approved Resolution 77-15 recommending that restitution be sought for the fallout damage from the power plants. DISCUSSION / Board discussed projects for the year and entered priorities on the list. The Secretary will tabulate and report. Board requested that histor1C pre~ervation activities and the problem of rats along the river levee~ be on the next agenda. e. e . ( ( ORAL COMMUNICATIONS Chairman Nelsen reported that the City Council had directed preparation of an ordinance on historic preservation as recommended by EQCB Resolution 77-11. The City Council had received and filed Resolution 77-12 rescinding support of the proposed LNG terminal in Los Angeles Harbor. Chairman Nelsen indicated favorable reaction had been obtained at the Housing and Community Development Workshop he attended on September 7, 1977.
