The meeting was called to order by Chairman Nelsen with the Secretary leading the Pledge of Allegiance to the Flag. ROLL CALL Present: Nelsen, DeForest, Telford, Watkinson Absent: Kolb MINUTES Minutes of August 4, 1977 approved as corrected. PUBLIC HEARING Chairman Nelsen opened the public hearing on the revised Environmental Impact Report for the Seal Beach Trailer Park Redevelopment. The Secretary reported that hearing notices had been advertised as required by law and that the developer had submitted a revised plot plan for the project consisting of fewer units in both the condominium and mobile home sections of the project. Dr. Telford asked whether a new hearing notice was required for the revised plan. Staff indicated that it was not. Chairman Nelsen thanked the audience for attending and explained the purpose of the hearing. Bill Dawson, developer of the project, explained the revised site plans and discussed the answers to the thirteen questions raised by the Board at the study session. Chairman Nelsen requested public comment on the project. None were received either for or against the project. Board discussed the project and asked staff, the developer and the audience several questions relating to the relocation assistance and rent SubSidy program; concern about the 'lack of pub'tic comment against the project. Chairman Nelsen asked the staff to determine if the park and recreation fee schedule could be changed before this project and whether a delay by the EQCB could help. Dr. Telford said he would like to hear from the opponents of the project. He met several people in the trailer park who said they opposed the project but were afraid to speak out. Several members of the audience, residents of the present trailer park, expressed their support of the project and took issue with Dr. Telford's statement that people were afraid to speak out. The public hearing was recessed until Thursday, September 1,1977, at 7:30 p.m. in the City Council Chambers. ( ( STUDY SESSION - ENVIRONMENTAL QUALITY CONTROL BOARD PROJECTS FeR 1977-1978 . The following possible projects were listed by the Board. 1. Watkinson - Street parking and recreation vehicle parking. 2. Watkinson - Highway noise monitoring. 3. DeForest - Condition of Shapell Park. 4. DeForest - Parking for the handicapped. 5. Nelsen - Weeds and trash on city street. 6. Nelsen - Historic preservation. 7. Nelsen - Historic preservation conference. The Secretary will provide a list of projects discussed to date. DISCUSSION - Historic Preservation Conference. e Board briefly discussed proposed conference. No action taken. DISCUSSION - Housing and Community Development Grants. Charles Antos of the Planning Department discussed the schedule for this year's grant applications. The Board discussed the possibility of making recommendations. Motion by Telford, seconded by DeForest, asking Chairman Nelsen to attend the August 17th Planning Commission Hearing on the subject in order to make a preliminary presentation and to report back to the Board. DISCUSSION - Letter to City Council on Historic Preservation. Chairman Nelsen read the draft letter. Board concurred. The LA Times had a recent article on the proposed LNG terminal in LA Harbor. Weeds on the south side of Pacific Coast Highway between 17th St. and Seal Beach Boulevard. / Motion by Hatkinson, seconded by DeForest, to call the attention of the Director of Public Works to the problem of weeds on Pacific Coast Highway. .
