The meeting was called to order by Chairman Nelsen with Dr. Telford leading the Pledge of Allegiance to the Flag. ROLL CALL Present: Nelsen, Kolb, Telford, Watkinson Absent: DeForest ~1 I NUTES Minutes of July 21, 1977, approved as presented. RESOLUTION 77-12 Board discussed the proposed resolution to repeal Resolution 76-2 which supported the proposed liquified natural gas terminal in the Los Angeles Harbor. . Motion by Kolb, second by Watkinson, to approve Resolution 77-12. Unanimously approved by the members present. Board requested that Resolution 77-12 be forwarded to City Council, the Southern California Gas Co., Congressman Hannaford, State Senator Carpenter, Assemblymen Mangers and Goggin. STUDY SESSION - EQCB PROJECTS The Board discussed possible projects. The following were listed as possibilities for study during the next year. 1. Air traffic over Leisure World. 2. Air pollution from the power plants. 3. City drinking water quality. 4. Litter and trash along the river levees, particularly at College Park Drive. 5. Civic beautification including landscaped medians on Pacific Coast Highway, Seal Beach Boulevard and Marina Drive. 6. Recycling programs. // 7. Traffic noise monitoring. . 8. Parking lot and sand improvements at the beach. ~ ~ \ ( e 9. Alley improvements and sweeping. Dr. Telford had to leave at 8:15 to meet visitors from out of state. STUDY SESSION - SEAL BEACH TRAILER PARK E.I.R. Board members discussed the project and requested answers to the following questions: What is the construction schedule for the trailer par? What effect will it have on the residents who will be moved from the old park? Why is there no guest parking in the trailer park? '., . at'. . How is the Coastal Commission low income requirement satisfied? Provide the guidelines. What is the per cent of lot coverage in the condominium portion of the project? Compare it to Bridgeport. Discuss the recreation facilities that will be provided. Why are there none in the condominium portion? e How much is the park and recreation fee? Can the fee schedule be updated before this project starts? What will the trailer park zoning be? Explain any needed use permit. Discuss the amount of open space to be provided with this project. Will there be any assurance as to the life of the trailer park? What is the exact density of the project? 22.5 is indicated, but 23.0 is calculated. How many parking spaces will be provided in the condominium section? 188 or 189? Explain what will happen to the trees oresent1v on-site. particu1ar1v the large eucalyptus trees. Plot the iarge eucalyptus trees - accurately on the site maps. What is a compact car space? SECRETARY'S REPORT The Secretary reported on recent changes in the Engineering Department staff and on the study being conducted by staff on the question of recreational vehicle parking on the streets. . . . . l R \ ( , ORAL COMMUNICATIONS Chairman Nelsen requested suggestions from the Board regarding possible Agenda items and conduct of the meetings.
