ENVIRONMENTAL QUALITY CONTROL BOARD
THURSDAY, JULY 7,1977
REGULAR MEETING
7:30 P.M.
Meeting called to order by Chairman DeForest with Dr. Telford leading
the Pledge of Allegiance to the Flag.
ROLL CALL
Present: DeForest, Kolb, Nelsen, Telford, Watkinson
Absent: None
MINUTES
Minutes of June 16, 1977, approved as corrected.
ELECTION
Election of Chairman and Vice Chairman held over until next meeting.
PROPOSED RESOLUTION
The Board discussed the proposed resolution related to historic
properties in Seal Beach. The Board reviewed the resolution point
by point and modified many items of wording. Motion by Telford,
second by Nelsen, to adopt Resolution 77-11. Mr. Kolb wants to
see final draft before voting. Mr. Watkinson opposes resolution.
Motion and second withdrawn. Motion by Telford, second by Nelsen,
to hold over proposed Resolution 77-11 until next meeting to allow
for preparation of the final draft before voting. Unanimously
approved.
DISCUSSION
Discussion of grant application to California Council of the Humanities
in Public Policy held over until next meeting on motion by DeForest,
second by Nelsen. Unanimously approved.
SECRETARY.S REPORT

11,1977, to consider amendments to the Environmental Impact Report
approved March, 1976, for the redevelopment of the trailer park.
The Secretary also reported that three-fourths of a bin of newpapers
was lost over the 4th of July week end due to fire and water damage.
ORAL COMMUNICATIONS
Mr. Nelsen reported that SB380 had passed the Senate and had been
moved to the House and that the Recycling Bill had moved from the
House to the Senate.
