ENVIRONMENTAL QUALITY CONTROL BOARD
THURSDAY, FEBRUARY 17, 1977
REGULAR MEETING
7:30 P.M.
The meeting was called to order by Chairman DeForest with Mr. Watkinson
leading the Pledge of Allegiance.

Present: DeForest, Biscoe, Nelsen, Telford, Watkinson
Absent: None
The Secretary introduced Dr. George Telford, newly appointed Board
Member from District Five.

PUBLIC DISCUSSION ON THE NEED FOR AN HISTORIC PRESERVATION ELEMENT
Chairman DeForest opened the public meeting, explaining that an Historic
Preservation Element is an optional section to the City's General Plan.
Bob Neprud, Planning Director, explained the element and the General
Plan. The Secretary indicated that the staff would be reviewing the
comments received at the meeting and would make a recommendation to
the Board at a later date.

Mr. Mort BaumAsaid the City needed the element and that it should
be a combined Historic and Architectural Element. He discussed some
of the sites in town including the Stanton House. He also presented
materials on preservation to the Board.
Mr. Tom White discussed the history of Seal Beach and in particular
Anaheim Landing. He passed around a book on the history of the City
of Norwalk as an example of what can be done. It was suggested that
the Board Members be given a copy of the Homen's Club walking tour
and Jean Dorris book on Seal Beach.

RESOLUTION 77-5
The proposed resolution recommending restoration of the Sunset Beach
water tower was introducted by Mr. Nelsen. The Secretary reported on
the progress being made in negotiations between the County, Huntington
Beach and Seal Beach. Resolution unanimously approved.

RESOLUTION 77-6
The proposed resolution recommending a beach sand erosion study was
presented by Mr. Nelsen. Resolution unanimously approved.
ORAL COMMUNICATIONS
The Secretary discussed the trash problem in the glass bin at the
recycling center. The new signs have been posted but the amount of
trash in the bins makes them unacceptable for the glass recycler.
The bin may have to be dumped. Mr. Nelsen volunteered to clean the
trash out of the glass bin.
Mr. Watkinson indicated that there was a problem of trash at the
bus stop at Main Street and Electric Avenue. The Secretary will
investigate.
The Board asked what is being done regarding the recent recommendations
on trash in the alleys. The Secretary will report at a later date.
