Chairman Lindstrom called the meeting to order and led the Pledge of Allegiance.

the Chair do so.)

MINUTES
Motion by Cunningham, second by Killough to approve the minutes of the regular
meeting of October 28. 1971 and adjourned meeting of November 4, 1971.
Motion is passed unanimously by members present.
BOARD ITEMS
Chair introduces Item V A, discussion of Joint City Counci1/EQCB Meeting. then
outlines meeting from his point of view. Cunningham and Killough comment and
elaborate on Chair's outline.
Chair introduces Item V B, consideration of Noise Ordinance. Secretary is requested
to see if noise study might be performed by County. Boardmember Killough volunteers
to prepare a mcmorandum to the Police Chief requesting active program of enforce-
ment of existing noise statutes.
Chair introduces Item V C, consideration of recycling center expansion alternatives.
Secretary outlines possibilities. Board indicates continued effort in order.
Chair introduces Item V C, Zay Brand communication referred to EQCB by City Council.
Discussion follows. Boardmembers apparently agree that the Pacific Coast High'-lay
west entrance to City is unsightly in large part due to many automobiles in the
open at Oakwood Apt. complex.
Methods of screening parking are discussed. Secretary is requested to investigate
same.
