ENVIRONMENTAL QUALITY CONTROL BOARD

REGULAR SCHEDULED MEETING

Chairman Lindstrom called the meeting to order and led the Pledge of Allegiance.

Amendment proposed by Cunningham to show that classroom committments were responsible
for him not being able to attend Route I meeting. ~IDtion by Kil10URh. seconded by
Singer to approve the minutes of September 23, 1971 as amended.
Motion passes unanimously.
BOARD ITEMS
Secretary indicates that in response to Board request. the City Council would like to
meet with the Board in early November. A separate but related issue is brought to
the attention of the Board by Member Cunningham; namely, that the second Thursday
falls on Thanksgiving. After some discussion Board concludes that meetings should
be held on the second and third Thursdays in November and the second Thursday would
be the date of the joint meeting.

Chairman Lindstrom introduces Agenda Item VA. discussion of Division of Highways
~Ieeting Concerning Environmental Impact of-Route 1 Coastal Freeway. Chair outlines
meeting content. Discussion follows.
Chair introduces Item VB, consideration of Local Pollution Problems. Board Member
Cunningham indicates that cycle riders on property\at the northeast corner of the
intersection of Pacific Coast Highway and Westminster Blvd.jSecond Street.are causing
a noise pollution problem for residents of Seal Beach. Chair indicates that Secretary
has prepared a report addressing specific questions regarding the matter. Discussion
follows.
Motion to draft letter to L. A. County Board of Supervisors (carbons to go to the
L. A. County Sheriff. substation Commander. and the Lessor and Lessee of the property
in question) bringing the tresspassingjnoise pollution problem to their attention.
General discussion of noise pollution follows. Item held over.

Secretary outlines Eel Grass on Beach Problem. Subcommittee of Chairman and Board
Member Abramson is formed to work with Flood Control District on Study.

Mr. Aguas, 214 First Street. Seal Beach. addresses Board regarding a smog control devise
he has developed and would like to have tested. Discussion follows.
Chair introduces Item VD, consideration of Board sponsored Ecology Newsletter. Discussion
follows. Chair indicates it will prepare a draft of newsletter.
Item VE, is introduced, consideration of Community Planning Goals. Item held over for
consideration at joint meeting.

Chair introduces Item VE, consid~ration of pending State Legislation related to
Environmental Issues. Discussion follows. Board indicates unanimous support for
AB 660 and An 1056. Board ~ember Lindstrom and Cunningham indicate they will draft
letters respectively to the Governor in support of bills.
Item VF. is introduced, discussion of Joint City of Seal Beach/Naval Weapons Station
Proposal to Provide Landscaped Buffer along the East Side of Seal Beach Blvd. between
Westminster Blvd. and the 405 Freeway. Board l-lember Abramson and Secretary outline
nature of joint proposal. Discussion follows. It is concluded that proposal should
be regarded as the first step in a master landscaping plan for the Weapons Station
adjacent to Seal Beach Blvd. Board Member Abramson to work with Staff and Base
Commander on developing such a plan.
