ROLL CALL Present: Voce, Deckner and Logan Also Present: Barry Curtis, Administrative Assistant IV. OLD BUSINESS V. NEW BUSINESS A. Election of Officers Due to lack of a full Board, the EQCB unanimously elected Voce as Interim President and Deckner as Interim Vice President. B. Historical Preservation (Cultural Preservation) Ordinance staff presented the Board with sample ordinances from a nine municipalities. Mr. Logan asked whether all of these ordinances are applicable to Seal Beach. Staff responded that some of the ordinances were more appropriate for the circumstances of Seal Beach. Due to the sporadic nature of Seal Beach's historic properties and structures, an historic district approach would not seem appropriate. Mr. Deckner pointed out that many of the older structures in Seal B each were constructed as vacation cottages and were not architecturally significant. Staff and the Board felt the ordinances from Redondo Beach and Tustin were more appropriate for the situation of Seal Beach since they both dealt with historic structures on a parcel basis. Mr. Deckner asked what types of disadvantages would be placed on owners of historic properties. Staff answered that, in most of the cities which have so far replied to the survey, participation in the historic preservation programs is voluntary. cities often offer incentives to owners of historic properties. Mr. Deckner discussed a facade easement by which the City may offer tax incentives to maintain the historic facade of a structure. This item will be continued to future meetings to allow staff time to obtain additional information. Members of the Board will conduct a personal historic property inventory for discussion at future meetings. The Board will also use proposed ideas to forward to the Council requesting authority to begin hearings regarding historic preservation. C. Mechanical Leaf Blowers staff delivered the staff report to the Board. Staff, due an increase in complaints, has contacted several cities to determine how these municipalities handle mechanical leaf blowers. Board discussed personal problems with leaf blowers which included: noise, airborne dust, intrusive weeds and lack of concern for property lines. Mr. Deckner discussed composting of waste. Mr. Voce stated that if composting is done properly odors are much less likely. STAFF CONCERNS D. Seal Beach Naval Weapons station Hazardous Waste Facility Permit Application The Board provided two additional concerns above and beyond those of Councilmember Laszlo. These concerns were forwarded to State Department of Health Services on December 19, 1990 (letter enclosed). E. Proposed Relocation of Rockwell Heliport Board received memo from staff. VII.
