I. Roll Call

A. Historic Preservation Ordinance
Chairman Voce presented information provided by staff (procedure for implementation). Discussion
followed regarding the necessity of EQCB involvement and the degree to which the Board would be
involved.
. Staff indicated it envisioned the Board's recommendation to the Council would likely include joint
membership of both the EQCB and the Seal Beach Historical Society.
Mr. Hood indicated the model historic preservation ordinance provided by the State recommends a
seven (7) member board, with (5) members being professionals and two (2) members being
laypersons.
Staff indicated that that type of specifics would be clarified at the Council level during the public
hearing process.
MOTION BY VOCE; SECOND BY HOOD That the EQCB recommend to the Council
that it authorize the EQCB or other designate to begin formulation of an historical
preservation ordinance for the City of Seal Beach and that the IDstorical Society be designated
at the prime members of the (IDstorical) Commission, in addition to the EQCB.

The Board discussed Attachment B to staffs report, a customized model historic observation
ordinance provided by Mr. Hood.
. IV. New Business
Mr. Deckner discussed the lighting policy of the City of San Rafael. He expressed hope the City

- coufd institute a similar policy, utilizing energy conseIVing lighting devices (where possible), to
replace existing public lighting. He requested the City obtain a copy of San Rafael's ordnance for
review by the City of Seal Beach. Further, Mr. Deckner asked staff to research into whether the
utility companies will raise the rates to the City if the City consumes less energy.
V. Board Concerns
Mr. Voce discussed the fonnulation ofa City-wide tree ordinance. He then read a letter from Sydney
Ambrose into the record (copy attached to minutes) requesting the City adopt a tree ordinace. Mr.
Deckner discussed Santa Barbara's tree policy.
Mr. Voce indicated the City may have already done initial work on a tree policy in the past and this
may serve as a basis for future work.
The Board then discussed the merits of a tree ordinace.
Mr. Hood cautioned the Board on imposing such rules on property owners. Mr. Hood indicated he
would favor an ordinace covering public trees. Mr. Logan concurred.
Mr. Hood indicated the City of Cannel has such a policy because the city is a designated scenic area
and is more homogenous than Seal Beach.
Mr. Deckner discussed trees on the Navy property. He expressed interest beautifying Seal Beach
Boulevard. Staff indicated it would discuss this matter with the Navy, however, the areas discussed
are within City right-of-ways and the City has limited funds to fund plantings.

Staff indicated this matter is being held over to allow Sydney Ambrose to express her views in
opposition to this item and to allow for Bob Eagle, Parks Supervisor to be in attendance.
