PLEDGE OF ALLEGIANCE - Mario Voce led the Pledge of Allegiance III. ROLL CALL Present: Deckner, Hoffman, Voce Absent: Hood, Logan staff Present: Lee Whittenberg, Director of Development Services IV. OLD BUSINESS A. Minutes of January 23, 1991 MOTION by Deckner; SECOND by Hoffman to approve the Minutes of January 23, 1991 as submitted. MOTION PASSED: 3-0-2 Member Logan arrived at the Council Chamber and took his seat. B. Historic Preservation Ordinance Mr. Voce reviewed the previous discussion of the Board regarding Historic Preservation Ordinances and inquired how their concerns might be incorporated into the work of the Archaeological Committee. Mr. Deckner said he hoped the Historic Preservation Ordinance would incorporate an inventory of historic sites and structures. In addition, he felt it could include an inventory of wetland areas, urban forests, the beach area, City Hall, the pier and the Red Car Museum. The Committee discussed a shuttle service linking all City shopping areas. They talked about its looking like the Red Car. Mr. Whittenberg indicated the City has a descriptive pamphlet prepared by the Women's Club of an "Historical Walking Tour of Seal Beach" which will be made available to the Board for information and consideration. He also indicated the final content of a General Plan element which discusses both archaeological and historical resources of the community could be considered and . t' Page 2 - EQCB Minutes March 19, 1991 . indicated staff will provide copy the San Juan capistrano "Historic/Archaeological Element" of their General Plan for information and consideration. Mr. Voce indicated the amount of information provided to the Board by staff is excellent. However he would request addi tional time be taken by the Board to review the various historic preservation ordinances received. In addi tion, Mr. Voce requested staff to obtain the historic preservation ordinances from the cities of Mendocino, poway and Santa Barbara. Mr. Deckner discussed the potential for historic sites being located within the Naval Weapons station and expressed concern about the appearance of the Weapons station, particularly along Westminster Avenue and Seal Beach Boulevard. Mr. Whittenberg indicated the City has information on the potential for future designation of structures within the Naval Weapons Station as historic structures, including the NASA facilities, and will provide that information to the Board. . Mr. Deckner asked if it would be possible to invite the Navy to attend a future meeting before the Board to discuss improving the base's appearance along major frontage streets and Navy activities regarding historic preservation programs. Mr. Whittenberg said staff will contact the Navy and attempt to schedule such a meeting. Mr. Logan inquired if the Historical committee might be able to provide information and expertise to the Board in reviewing and preparing an historic preservation ordinance? Mr. Whittenberg indicated the Historic Commi ttee would probably be most pleased to provide assistance, background information, and additional resource contacts to the Board. Staff will contact the Chairman of the Historic Committee to arrange for a time to appear at a Board meeting. v. NEW BUSINESS Fishing Boat at Pier: Mrs. Hoffman indicated she has observed the fishing boat at the Pier washing off debris and trash into the Ocean and felt this was a violation of pollution laws. She can understand the washing off of fish remains, but objects to trash and other debris not be properly disposed of. Mr. Whittenberg indicated staff will research this matter and report back to the Board at a future meeting. . . . ." . . VI. Page 3 - EQCB Minutes March 19, 1991 status of Recycling Program: Mr. Logan inquired about the current status of city recycling efforts and the progress being made by the Solid Waste Advisory Committee. Mr. Whittenberg indicated a brief staff report on these items would be on the next agenda. Water Conservation Measures: Mr. Logan also requested a copy of the recently adopted Water Conservation Ordinance be provided to the Board and placed on the next agenda. He inquired if the Building Code requires the use of ultra-low flow plumbing fixtures. BOARD CONCERNS Mr. Voce indicated the Board needs to meet at a different day and time to allow Mr. Hood to attend and discuss the days available for him to attend the meetings of the Board. It is his understanding that Mr. Hood is committed to teaching an evening college class until the end of the school year. Mr. Whittenberg felt the Board may wish to consider adjourning to April 8, 1991 at 6:00 p. m. for the sole purposes of selecting an alternate meeting date and the selection of Chairman and Vice Chairman. MOTION by Hoffman: SECOND by Deckner to adjourn to April 8, 1991 at 6:00 p. m. in the City Council Chamber for the sole purposes of discussing and determining an alternative meeting date and time and for the selection of Chairman and Vice Chairman. MOTION APPROVED: 4-0-1, Hood absent VII. STAFF CONCERNS A. Discussion of EIR Process for Bixby Old Ranch Proposal Mr. whittenberg indicated the City Council is considering whether to continue to utilize the consultants currently under contract to assist staff in processing the Bixby Ranch applications and to prepare the EIR or whether to terminate those contracts and seek proposals for new firms to undertake the work assignments. Once the Council makes that determination, and the consultants are prepared. The EQCB will be conducting a "Scoping Session" to determine and insure all relevant issues and concerns will be discussed and adequately evaluated as part of the EIR document. ADJOURNMENT Meeting was adjourned at 8:05 p. m.
