MINUTES OF DECEMBER 17, 1991 Minutes were incomplete at the time of the meeting. This matter was continued to the Board's April 21, 1992, meeting. v. NEW BUSINESS 1. DISCUSSION OF TREE ORDINANCES Chairman Voce opened the item for discussion. Chairman Voce indicated that the Board has received a substantial amount of new materials on this topic. Mr. Curtis presented the staff report and then discussed the City's policy for public trees. Mr. Hotchkiss concurred with the idea of a tree ordinance and indicated he felt the City may want to require a permit to remove any tree. He felt the policy could require replacement of any removed tree. MOTION BY HOOD; SECOND BY HOTCHKISS: To direct staff to request authorization from the City Council to begin formulation of a tree preservation policy for the City of Seal Beach. Mr. Hurley added that he felt it was important to involve the public early on in the formulation of a tree policy. Chairman Voce felt it might be appropriate to create a very thoughtfully prepared set of guidelines rather than impose rigid restrictions on the cutting, removal or planting of trees. He felt enforcement on private property may be difficult and that inclusion of an educational component that recommends certain uses in certain areas may be more appropriate. Chairman Voce hoped the Board, and the City in turn, would not rush this item but would take the time to prepare a well thought out policy. Mr. Hurley questioned whether the present eucalyptus ordinance would be integrated into the proposed policy. Mr. Curtis indicated that that would be the recommendation of City staff. VI. Board Concerns Mr. Hotchkiss requested staffbring him up to date on several items. Mr. Curtis discussed the status of several items including historic preservation, the State Lands site and other projects. Chairman Voce indicated he is glad the City is undertaking the task of developing a tree ordinance as he is concerned that the City tree stock is shrinking continually. . VI. Staff Concerns Mr. Curtis indicated that the proposed Archaeological Element of the Seal Beach General Plan is scheduled for public hearing at the April 1 , 1992, Planning Commission meeting. He indicated that staff has prepared an initial environmental assessment and Negative Declaration pursuant to the requirements of the California Environmental Quality Act. Both items have been provided to the Board for its review. If any Board members have any concerns or comments regarding either matter, their concerns can be forwarded to the City or Planning Commission prior to the April 1 st meeting for inclusion in the discussion. Mr. Curtis indicated that the Historical Element will be included with the Archaeological Element as an Archaeological and Historical Element. VII.
