The Environmental Quality Control Board of the City of Seal Beach
met in special session at 7:30 p.m. and was called to order by
Chairperson Knapp with the Salute to the Flag.

DISCUSSION: REVISED FLOODPLAIN MANAGEMENT ORDINANCE
Mr. Dudley Hemphill, Director of Public Works, presented the
staff report on the proposed ordinance to the Board. MR.
EISENBERG MOVED, SECONDED BY MR. FORTNER, TO RECOMMEND THE DRAFT
FLOODPLAIN ORDINANCE TO THE CITY COUNCIL FOR APPROVAL.

SUBJECT: Revised Floodplain Management Ordinance
BACKGROUND
On September 21, 1987, the Department of Public Works referred a
revised Floodplain Management Ordinance to the City Council for
approval. The proposed revisions are necessary as a condition of
the City's continued participation in the National Flood
Insurance Program, a federally subsidized program which offers
low cost flood insurance for eligible structures within
communities having Floodplain Ordinances which conform to Federal
and state requirements. The City's existing Floodplain Ordinance
does not meet these guidelines, which were revised by the Federal
Emergency Management Agency (FEMA) in October 1986.
At their September 21, 1987 meeting, the City Council conducted a
first reading of the draft ordinance. The Council also requested
that the EQCB review the ordinance and maKe a recommendation on
its adoption to Council prior to the second reading on October
19, 1987. The revised Floodplain Management Ordinance is
therefore referred to the EQCB for comment.

to promote the public health, safety and welfare, and to minimize
public and private losses due to flooding in designated areas of
the City. Under both ordinances, construction within areas of
special flood hazard within Seal Beach is subject to a
development permit issued by the City Engineer. These areas are
the darkest shaded zones, generally labeled Zone A and Zone V, on
the enclosed Flood Insurance Rate Map. Both ordinances also
outline permit requirements and development standards to be
implemented by the City Engineer.

floodplain program. The inclusion of new FEMA rules constitutes
the greatest change. These rules include the addition of flood
term definitions; heating, ventilation and air conditioning
requirements; flood data submittal requirements for new
development; basement design standards; floodway construction
regulations; and management of data on structures in wave
velocity zones. Additional clarifications of applicability and
procedure are also included in the proposed ordinance. These
modifications will not alter the City's floodplain management
activities.
Enclosed with this staff report are the memorandum to the City
Council on the proposed ordinance, dated September 21, 1987, and
the draft Floodplain Management Ordinance.
RECOMMENDATION
Staff finds that the proposed Floodplain Management Ordinance
will not impact substantially the City's current floodplain
management activities. Staff also notes that the modifications
incorporated in the proposed ordinance are necessary to comply
with Federal and state standards, and to insure the City's
continued eligibility for participation in the National Flood
Insurance Program.
