V. NEW BUSINESS
1. Recycling
Chairman Voce discussed the Recycling Element. Mr. Curtis briefly discussed the
Recycling Element to date. Mr. Voce discussed various facets of the element. The Board
discussed the different methods the City's recycling program may take and what the time
table may be for implementation.
Public comments: Georgianna Brown, CliffDahline and Jeff Jones all spoke regarding the
proposed recycling element. Ms. Brown spoke regarding the placement of trash cans and
parking on streets where automated trash trucks are used. Mr. Dahline and Mr. Jones
spoke regarding the reduction in volume of waste (tape was inaudible). Mr. Jones
discussed a City-wide program for collection of waste oil.

The Board felt that a MRF method would be appropriate for Old Town and the other
areas of the City would be separated. Mr. Hotchkiss indicated the City's consultant felt
there would need to be a mixture of the two methods for the City to meet its
requirements. The Board discussed composting as it relates to the City's recycling.

Mr. Hurley suggested several corrections: Pg. 2, paragraph 5 should be "within the
former NASA site"~ Pg. 3, 2nd to last paragraph, 2nd line "their"~ Pg. 6, 1st line
"intensification ofuse"~ Pg. 6, paragraph 5 should indicate the Mr. Hotchkiss felt
cumulative impacts were not addressed

VII. BOARD CONCERNS

Mr. Hurley asked how the Navy is regulated regarding nuclear weapons and materials.
Mr. Curtis indicated the City has no authority over the Navy within the base. The Navy
has refused to divulge whether or not nuclear materials are stored or present on the base.
Mr. Hurley asked the status of the tree ordinance and the leafblower policy. Mr. Curtis
indicated both matters are with the City Attorney's office for review and should be back
shortly Mr Hurley asked whether the hazardous sites list been passed.
Chairman Voce expressed concern over improper trimming of trees. Mr. Voce asked
whether dogs are permitted within Gum Grove park and expressed concern over improper
closure of the park at night.
