ROLL CALL Present: Absent Also Present Voce, Hurley, Logan Hood (excused), Nakagawa (excused) Barry Curtis, Administrative Assistant (planning) IV. ORAL COMMUNICATIONS - none V. OLD BUSlNESS 1. Special Meeting Scheduled for September 14, 1993 (Canceled) Chainnan Voce read a memorandum from staff indicating that Bixby Ranch Company had revised their proposal and the City was revising the environmental impact report to address the amendments Staff recommends cancellation of the special meeting MOTION BY HURLEY~ SECOND BY LOGAN: TO CANCEL THE SPECIAL MEETING SCHEDULED FOR SEPTEMBER 14, 1993. MOTION CARRIED: 3-0 AYES: VOCE, LOGAN, HURLEY NOES: 2. Review of Final Draft of Tree Ordinance Mr Curtis discussed a proposed change recommended by Bob Eagle regarding licensing of landscape contractors or arborists. Mr Logan discussed having only City employees involved in public tree maintenance, trimming or removal. The Board accepted the minor amendment as being in keeping with its previous action on this matter NEW BUSINESS 3. Review and Consideration of" Notice of Proposed Rulcmaking - Guidelines for Implementation oflhe California Environmental Quality AcI', proposed by the California Resources Agency Mr. Curtis presented the staff report. Mr. Logan felt the proposed amendments clarify CEQA Mark Hotchkiss discussed the proposed rulemaking Mr. Curtis indicated the majority of the changes are a result of recent case law. MOTION BY HURLEY~ SECOND BY LOGAN: THAT THE CHAIRMAN OF THE EQCB SIGN THE ATTACHED LETTER (ATTACHMENT 1) AND FORWARD IT TO THE CALIFORNIA RESOURCES AGENCY. MOTION CARRIED: 3-0 AYES: VOCE, LOGAN, HURLEY NOES: BOARD CONCERNS Mr Hurley asked for an update on the leaf-blower issue Mr Curtis indicated he intends to forward this matter to the City Council in October, after first having it re-reviewed by Bob Eagle to determine whether it is still acceptable to the City's Park Department. Mr. Curtis indicated SCAQMD is considering a ban on leaf blowers Mr Hurley asked the status of the Mola lawsuit. Mr Curtis indicated the City has won the lawsuit, however, Mola can still appeal the decision Mr. Hurley asked what role the EQCB will play in reviewing the Bixby EIR Mr Curtis explained the EQCB considers the adequacy of the EIR; whether it's review is adequate to address any potential environmental concerns Mr Logan asked the status of the City's recycling program Mr Curtis indicated the City is still awaiting a proposal from Briggeman Mr Voce expressed concern over leaf blowing at the ARCO shopping center at 5th Street and Pacific Coast Highway Also, Mr Voce felt Gum Grove park is a fire trap and should be protected from vandalism, fires, etc C IAMIPRO\JXlC.!>\EQBCIMIN93.8 Bl (' bee Page 2 ..
