Mr Hood indicated a typo on page two (2) of the minutes In the second sentence of the
first paragraph it should read "... from the previous two meetings ."

4 Status of Pending Projects
Mr. Curtis provided a brief recap of several issues currently before the Board Briefly Mr
Curtis discussed the status of the Public Tree Ordinance, the Naval Weapons Station
cleanup, the Bixby Old Ranch proposal, the State Lands property and Leaf Blowers
.
Public Tree Ordinance - Withdrawn from City Council by then-Mayor Forsythe Currently
with City Manager for some modifications, particularly regarding removal of personnel
matters from ordinance Possibly will be before with Council within ] -2 months,
realistically, it may be a month or more longer as the City Manager's office is still "
preparing the City's budget Chairman Voce would like the revised ordinance be provided
to the Board, informally, before this matter goes before the Council
Naval Weapons Station Cleanup - Mr CUl1is indicated cleanup is moving forwar.d as
planned Chairman Voce discussed a T AC meeting he had attended Mr Hood discussed
cleanup of the AFRC at Los Alamitos Mr Hood discussed a possible correlation between
the AFRC cleanup and the Bixby proposal. The Board asked that this information be
considered in the EIR for the Bixby site
Bixby Old Ranch proposal - Mr Curtis indicated the final AICUZ report has been
completed Mr Curtis indicated the City's draft EIR should be complete within the next
45-60 days Once the Draft EIR is complete the EQCB will hold two meetings to consider
the Bixby proposal Mr Nakagawa asked if the Board could have a copy of the final
AICUZ study Mr Curtis said yes, depending on how long the document is If it is very
lengthy, the report is available for review at the Department of Development Services in
City Hall Chairman Voce requested the Board be given a copy of the AFRC cleanup
report in conjunction its review of the Bixby project

State Lands property - Mr. Curtis indicated there is no project on this site Mr Curtis
indicated the former project proponent was unwilling to agree to pay costs for
environmental review Chairman Voce indicated that in discussions with the State Lands
Commission he had been advised the Commission is in favor of open space conservation
The Board then discussed the potential for changing the City's Specific Plan for the site

Mr Curtis indicated changes to the Specific Plan should be initiated at the Council level
Chairman Voce indicated he would approach his council member The Board discussed
placing this matter on its agenda for a future meeting to recommend a change of the
Specific Plan for the site Mr Curtis advised the Board he felt it may be overstepping its
authority as that type of matter is generally considered by the City Council and the
Planning Commission Mr Curtis indicated that if the Board wishes to change the Plan a
call to a council member would be the quickest way to achieve that goal
Leaf Blowers - Mr Curtis indicated this matter is ready for Council review Staff has been
holding this matter for approximately a year while waiting to see whether SCAQMD was
going to implement a proposed ban on mechamcalleafblowers Staff wishes to go
forward with this matter now as it is uncel1ain whether SCAQMD will ever implement a
ban. Mr Curtis indicated the City had received very few complaints in the last several
years Those the City has received have centered on blowing debris onto the street and
into neighboring properties, none have indicated noise was a concern The Board indicated
it would not be concerned with banning leaf blowers in general while allowing City Staff
to use blowers Mr. Logan asked who would enforce a ban? Chairman Voce said citizens
could write down licenses and contractors could be mailed a ticket Mr Hood said ifleaf
blowers are banned people will revert to water He chose a few minutes of noise to a loss
of water, especially since very few complaints have been received in a City of30,OOO
people The Board chose to move forward with this matter by sending it to the Council
VI. NEW BUSINESS - NONE.
VII. BOARD CONCERNS - NONE.
VIII. STAFF CONCERNS
Mr Curtis indicated the Board's agenda process would be changed slightly in the future to
address recent changes in the Brown Act Specifically, if Boardmembers Wish an item to
be discussed at a meeting they should provide such matters to staff at least 72 hours prior
to a meeting Mr Nakagawa said he did not like thiS approach He felt it limited flexibility
of the Board Mr Curtis indicated a matter could be brought up and a member could
detail the matter as he/she sees it, but the Board cannot discuss or take action on the
matter Mr Logan indicated he disliked this approach as well Mr Nakagawa asked staff
to follow up on this matter
