SCHEDULED MATTERS 4. Discussion of Water Issues (a) Discussion by Stephen Badum, Director of Public Worksl City Engineer re: 1995/96 Storm Water Flood Prevention Program . Mr. Curtis introduced Steve Badum, City Engineer/Director of Public Works. Mr. Curtis indicated Mr. Badumjoined the City in July 1995. Mr. Badum made a brief presentation regarding the City's response program for flood water protection. He discussed City responsibilities and citizen responsibilities. The City is working with various citizens groups. The responses are tailored to each of the residential areas. Mr. Hurley asked how this all affects Leisure World. Mr. Badum indicated he has been working with George Brown to provide a plan for Leisure World. The 1995 storm exceeded the capacity of the flood control channel through Leisure World. The City is now attempting to coordinate some maintenance schedules to accommodate the rainy season. Tree trimming will occur, when appropriate, before the rainy season to help prevent debris. Mr. Badum discussed the City's response plan. The City is aiming toward early response; the use of Doppler radar helps in this. The City has marked catch basins so they can be found under water. Bruce Stark asked if the pumps at Seal Beach Boulevard and Electric Avenue are County pumps? Were the pumps turned on? What is being done to make sure the pumps will operate during a flood? Mr. Badum indicated the pumps are automatic. Mr. Rosenman asked what will happen if the pumps don't come on? Can the City get in and reset them. Mr. Badum said yes, the City can access the pumps. Mr. Badum indicated the fire department has the ability to respond to the site and pump out the intersection in the event, subject to their availability. Mr. Stark said there were . no City employees available during the flood. Could there be a different message to tell people to call the police department or 911 if people have a problem? Mr. Badum indicated the City will have a temporary pump at this intersection, in addition to the permanent pump, during the rainy season. Chairman Voce asked ifthere is a backup power system for these pumps. Mr. Badum discussed the flooding issue of College Park East. The City will attempt to oversee that the flood control channels remain clear and unclogged. Chairman Voce asked whether the City has a waterlsewerlstorn drainage infrastructure map? Mr. Badum said not yet, but he hopes to. Chairman Voce discussed the issue of water quality in the City. Mr. Rosenman suggested the City provide a community-wide meeting to discuss flood control measures. The City could canvass homeowners groups, business associations and other organizations. He and Chairman Voce could provide the City with an all encompassing list. This will ensure all of the public will be present. Mr. Hurley asked regarding the testing of water quality. How often is it done? Mr. Badum said the City does it once a day. MWD water apparently is tested by them every 3 minutes. . Mr. Hood thanked Mr. Badum for his presence. Mr. Rosenman suggested the City use the Comcast information screen crawl to advise of the community meeting. Chairman Voce asked Mr. Badum ifhe could include information regarding how the following agencies impact the City's water resources: a.c. Water District, a.c. EMA, State Department of Water Resources, California Regional Water Quality Control Board. VIII. STAFF CONCERNS Mr. Curtis discussed the date of the Board's next hearing. He indicated the next two meetings were scheduled for December 19, 1995 and January 16, 1996. Mr. Hood has indicated he will be absent for both of these meetings. Mr. Hurley suggested the next meeting should be held on January 23, 1996. The Board agreed to hold its next meeting on Tuesday, January 23, 1996 at 6:30 P.M. IX. BOARD CONCERNS . Mr. Rosenman indicated he had provided a copy of an L.A. Times article regarding private property tree issues to the Board. He asked if this could forwarded to the City Council. Mr. Hurley asked ifhe would ever need to refer to the Bixby EIR again? Mr. Curtis said ifany of the Board members wish to, they can give their EIR's to him to hold. Mr. Hurley discussed an April 18, 1995 memo to the EQCB regarding flooding issues. Were meetings held before the City Council? Mr. Curtis said yes. Mr. Rosenman asked if the Board should write a letter to City Manager thanking Mr. Badum. Mr. Hood said Mr. Rosenman was free to write a letter himself Chairman Voce indicated he had received a call from the O.C. Register regarding discharge in Navy base. Mr. Curtis suggested all Board members refer City Council questions as well as other items where you don't have all the facts to the City Manager's office. The City Manager's office will either answer the question or forward it to the appropriate person. Chairman Voce indicated he was approached by a tree trimmer recently who seemed to have no City license and no knowledge of tree trimming. Mr. Curtis advised Board members to call the police in instances where it appears someone is working illegally. Mr. Rosenman suggested people ask to see a business card. x. APPROVAL OF AGENDA Mr. Voce asked that Item 4 be removed for a brief discussion. Mr. Hurley asked that Item 1 be removed for a brief discussion. . ORAL COMMUNICATIONS 3-0 VOCE, HOOD, HURLEY NONE KILKEARY,ROSENMAN Jim Caviola indicated he is a resident and is concerned with the constant removal of public street trees from within the City. He's been to the City Council and Planning Commission and they referred him here. He indicated City staff remove trees for nice people. He won't settle for any more removal of trees. He'll buy the trees to replace the removed ones. Mr. Caviola brought with him a licensed landscape architect, Bob McMann who will volunteer his time to help with City street trees. Bob McMann, 116~ 6th Street spoke regarding the issue of street trees from a landscaping perspective. He felt its important for the City to adopt a plan for street trees. The City should hire an arborist or plant pathologist to determine whether trees should be removed. The City will need to do something about the ficus trees on Main Street in the near future. " Environmental Quality Control Board Minutes of November 21, 1995 .. . Chairman Voce indicated he would like to address this matter but thought he should wait for Board Concerns. Mr. Curtis indicated Mr. Voce discuss this matter now or the Board could move Board Concerns up on the agenda and cover them now. BOARD CONCERNS Chairman Voce indicated the EQCB has been very concerned with the issue of street trees. The Board has developed a street tree policy which will be going to the City Council soon. Mr. Curtis indicated this policy should go before the City Council sometime shortly after the first of the year. Mr. Curtis indicated both the street tree policy and the Main Street Specific Plan call for the hiring of an arborist to determine appropriate street trees. Because of the age and size of the ficus trees on Main Street root barriers are not considered a viable option. VI. CONSENT CALENDAR 1. Minutes of October 24, 1995 2. SCHEDULED MA TIERS Items Removed from Consent Calendar 1. Minutes of September 26, 2995 Mr. Hurley indicated that on page 4, near the top, the end of the first paragraph the word "should" is missing. On page 5, middle of the page, status report on leaf blowers, the first line refers to the Board as a commission. Chairman Voce indicated that on page 4, John O'Neil's name should be spelled O-'-N-e-i-I. On page 3, number 4 at the top it should read "... risk to vegetation and animal life from both physical, the effects of covering, and chemical effects." Receive and File - Memo from Naval Weapons Station, Seal Beach Draft Water Discharge Permit Chairman Voce indicated his map doesn't clearly show where discharges will occur, it just says it will occur on the base. Chairman Voce asked if the navy can provide the City with locations for the discharge.[l] Mr. Curtis indicated the report says most of the discharges will occur near the waste accumulation area, though they will be permitted anywhere on the base. Discussion of Water Issues Provide Staff Guidance in Scheduling of Expert Speakers Mr. Curtis indicated staff is looking for Board direction regarding what it wants to cover at the hearing on water issues. Based on the interests of the Board, staff will attempt to schedule the proper City or County representative to attend the Board's next meeting. Mr. Hurley indicated he would like to see an explanation of what happened in Leisure World during the flood and what is being done to prevent this from reoccurring. The Board asked that the City Engineer be present at its next meeting. Mr. Hurley discusses the scheduling of the next meeting as Mr. Hood will be absent from the regular December meeting. Mr. Curtis indicated the Board could schedule a special meeting prior to ,Mr. Hood's leaving. Mr. Hurley asked that staff make the information the Board was looking for available to the City Engineer. Chairman Voce indicated an issue for future consideration could be water quality in the river and ocean as well as the sewer system [2]. 7. Discussion of Citywide Leaf Blower Policy Mr. Curtis presented the Board a copy of the City's leaf blower policy handout. He indicated these are now being provided to all new landscaping businesses and the City will research its records and forward this to currently licensed landscaping businesses. IX.
