RESOLUTION NUMBER 95-2
A RESOLUTION OF THE ENVIRONMENTAL QUALITY
CONTROL BOARD OF THE CITY OF SEAL BEACH
RECOMMENDING THAT THE CITY COUNCIL PLACE ON
ITS AGENDA THE CONSIDERATION OF THE REMOVAL
OR COMPLETE POWER DOWN OF THE 66 KV POWER
LINES WInCH TRAVERSE BRIDGEPORT, OLD TOWN AND
THE MARINA HILL
THE ENVIRONMENTAL QUALITY CONTROL BOARD OF THE CITY OF SEAL BEACH
DOES HEREBY FIND AND RESOLVE:
WHEREAS, the Environmental Quality Control Board (EQCB) held a meeting on October 24,
1995 to consider the issue of Southern California Edison's (SCE) 66 kV power
lines which traverse much of the center of Seal Beach, including Bridgeport, Old
Town and the Marina Hill; and
WHEREAS, the EQCB is aware the 66 kV lines serve as a backup power supply to the
Rockwell International facility and do not serve the citizens of Seal Beach; and
WHEREAS, the EQCB received public testimony from Seal Beach citizens living in close
proximity to the 66 kV lines indicating concern over potential safety, health and
fire hazards, noise and aesthetics associated with the power lines. Safety and
health concerns particularly focused on dangers from downed wires; and
WHEREAS, the EQCB believes the 66 kV lines are a redundant power source which poses a
safety and health concern as well as a public nuisance, both audible and visual, on
the citizens of Seal Beach; and
WHEREAS, the EQCB believes all efforts should be made to either relocate the 66 kV lines
away from residential and/or school uses or, completely power down the lines
except in times when the primary power source is inoperable. Complete power
down means neither current nor voltage in the lines.
NOW THEREFORE BE IT RESOLVED THAT THE ENVIRONMENTAL QUALITY
CONTROL BOARD OF THE CITY OF SEAL BEACH DOES HEREBY RECOMMEND THE
CITY COUNCIL PLACE THE ISSUE OF THE 66 KV POWER LINES ON ITS AGENDA AT
A FUTURE MEETING TO CONSIDER TAKING A FORMAL POSITION ON TillS ISSUE.
PASSED, APPROVED AND ADOPTED by the Environmental Quality Control Board of the
City of Seal Beach at a meeting thereof held on the 24th day of October, 1995 by the following
vote:
