Mr. Hurley indicated that on page 4 of the April 18th ~JJ:two motions under item 16
should be switched with Mr. Hurley's motion first and Mr. Hood's motion second. Also Mr.
Hurley added on Page 6, Item 18 Mr. Nakagawa's vote should be a "yes".

Receive and File - Letter to Restoration Advisory Board regarding
Comments re: "Draft Technical Memorandum - Stationwide Background
Study", dated April 24, 1995
Mr. Hurley indicated he wanted this item out of the Consent Calendar because it is an action item.
On page 7 Mr. Hurley asked if the letter was a revision, if1i1' . not could revised be removed. Mr.
Curtis indicated he would check and correct this if necess J~ MUffllEggested on Page 8,
line 3 to change "in relation to" to "in comparison to". Al , ~ti~ cond paragraph, the 4th
line doesn't make any sense. Mr. Curtis indicated "have" should be inclu ed before "importance".
Mr. Hurley also suggested that "and" be underlined on the second paragraph, 4th line from the
bottom. Chairman Voce suggested using some sites off base for background samples. Chairman
Voce suggested the City could make this a suggestion from the City as it would allow for a more
round sampling for background data. Also, Mr. Hurley indicated on Attachment A, Page 10, #7
on that page, the second to last line "... doesn't make sense to me ..." should be changed to "... is

VIII. STAFF CONCERNS
Mr. Curtis reminded the Board that tonight's meeting will continued to May 23rd. Mr. Curtis
indicated at the previous meeting two members of the public had complained about lack of
noticing for the Board's NovemberlDecember hearings on the Bixby EIR. In response the City
has taken out half page ads in both local newspapers as well as the required legal notices, has put
a notice on channel 3 and has set out press releases to the Times, the Register, the Press Telegram
and both local newspapers. Finally, Mr. Curtis advised the Board there are full page versions of
the comment letters available at City Hall if mone is having difficulty reading the reduced copies.
IX. BOARD CONCERNS 0 W!iJffll
Chairman Voce suggested the City write a letter to the Senate asking for a strengthened, rather
than weakened, Clean Water Act. Specifically, Chairman Voce was particularly concerned with
statements made by Congressman Rohrabacher regarding doomsday forecasting by
environmentalists. He felt Congressman Rohrabacher should be more sensitive to environmental
concerns given the coastal climate of his district.
Mr. Hood asked when the City of Seal Beach will go on-line on the Internet.

Mr. Hood indicated he felt it was the job of the Board to vote on the Bixby EIR at the next
meeting because the Board has put this off as long as possible in response to public requests. By
these delays the Board has put itself in the position of not being able to reasonably delay this any
further.
Mr. Curtis added all of the City's consultants will be available at the May 23rd meeting. Their
proposals will be minimal focusing mainly on items which have changed in the FEIR. The
consultants will expound on any matters the Board desires.
