There being no objections, Chairman Voce excused the absence of Mr. Nakagawa

8. Official Timeline for Bixby Project - In response to question regarding the
applicability of the Permit Streamlining Act
Mr. Curtis indicated he was in error at the previous meeting when discussing the statutory
timeline for Bixby. In fact since the request is for a legislative action by the City, rather
than a quasi-judicial action, it is not subject to the time constraints of the permit
Streamlining Act. Mr. Hood indicated his hope the Board can act quickly on this matter so
the City Council and Planning Commission can begin to discuss the project in earnest. Mr.
Curtis indicated he thought the Final EIR will be available within the next week or so.

BOARD CONCERNS
Mr. Hood discussed the timeline for Bixby. He reiterated he wants the EQCB to quickly
forward this matter to the Planning Commission and City Council if the EIR has addressed
the Board and public's concerns. If it has addressed these concerns he feels it will
minimally meet CEQA. The Board should then forward the matter on. If the Board agrees
or disagrees with certain findings of the document, it can forward comments along those
lines to the Planning Commission and City Council. He would like to see the Bixby issue
decided before next year's Council election campaigns begin
Chairman Voce reminded staff the Board is awaiting the R.I. site map for the Navy base.
Chairman Voce indicated Mr. Nakagawa wants to add a discussion item on the next
agenda regarding "what staff needs to keep up with Board work load discussion!
presentation to Board". Mr. Curtis asked Chairman Voce ifhe could translate what Mr.
Nakagawa was seeking. Chairman Voce said he believed it meant if staff is having a hard
time, because of the heavy work load, accomplishing certain Board requests, what can the
Board do to help out with the work load.
