Councilmember Patty Campbell indicated the Airport Land Use Commission (ALUC) is
meeting on Friday. Does the ALUC's consideration of Seal Beach as inconsistent have
any bearing on the AICUZ? Will anyone from the EQCB be attending the meeting?

Mr. Curtis indicated Items 2,3 and 4 were old items which are being provided to
the Board at the request of Board member McGuire.

Receive and File - City Council Staff Report dated October 28, 1996 re:
Receipt of "Environmental Assessment and Finding of no Significant Impact for
U.S. Army Reserve Mission Conversion, Aviation Support Facility, Los AJamitos
Armed Forces Reserve Center, Los Alamitos, California"
Councilmember Campbell asked whether the Board had seen the Environmental
Assessment (EA). Mr. Hurley indicated the copy provided to the Board was
missing even number pages which were not copied in the two-sided copying
process. Councilmember Campbell provided Mr. Curtis with a copy to use for
copying. Mr. Curtis made copies of the full EA and provided them to the
Boardmembers present. Councilmember Campbell discussed the potential mission
conversion of the AFRC. She felt the mission conversion could result in a future
requirement to provide off site crash zones. If construction has occurred in an
area needed for off site crash zones the base may be forced to close and/or leave in
order to meet its mission. If that happened the whole base could be developed.
Motion by Rosenman; second by Hurley to continue this matter to the Board's next
regularly scheduled meeting.

Mr. Hurley indicated the Minutes are fine. On page 3, he asked why the
attachments weren't included. Mr. Curtis indicated they are attached to the final
file copy.
Motion by Rosenman; second by Hurley to approve the Minutes of May 7, 1996

10. Minutes of October 8,1996
Mr. Hurley indicated he had a brief concern. On page 4, he motioned to receive
and file number 7 only. Under Item X he felt the last sentence didn't make sense.
Perhaps this matter should be held over to the next meeting so Ms. McGuire can
clarify her language.
Motion by Rosenman; second by Hurley to continue this matter to the Board's next
meeting.

Staff Concerns
Mr. Curtis indicated staff is preparing a Notice of Preparation and Initial Study for the
proposed Hellman Ranch Specific Plan. Staff is requesting the Board adjourn to
December 101h for a special meeting to serve as a scoping meeting for the Draft EIR.
Board Concerns
Mr. Hurley asked where the September 1996 Minutes are? Mr. Curtis indicated he
thought they'd already been approved. He will check the file and, if necessary, place the
matter on a future agenda. Mr. Rosenman spoke regarding the recent discovery of a drug
lab in Seal Beach. He felt the City staff dropped the ball. Mr. Curtis disagreed, inasmuch
as City Hall's dealing with the matter. Maybe the EQCB should write a letter to the City
Council regarding this matter. Mr. Rosenman said he would come in and work with staff
to prepare a letter.
