Approval of Agenda Motion by Hurley; second by Rosenman to approve the agenda as presented. Motion Carried: AYES: NOES: ABSENT: IV. Oral Communications - none. V. VII. Scheduled Matters 5-0 Voce, Hood, Christ, Hurley, Rosenman None None 4. Review of Proposed City Response Letter on "Draft Environmental Impact Statement - Disposal and Reuse of Long Beach Naval Station" Mr. Whittenberg provided the staff report. Staff's concerns are listed in the draft response C:\My Documents\EQCB Stuff\Minutes of May 7, 1996.doc . . . EQCB Minutes of May 7, 1996 letter. Realistically, it's far enough from the City that it won't have any direct impacts on Seal Beach. However, regarding archaeological and historical issue that could be better dealt with. Dr. Rosenman asked is there anything going on at Long Beach which should concern us as precedent setting for a Seal Beach base closure? Mr. Whittenberg said he didn't believe so. Mr. Hurley indicated he felt there was a verb missing on the second paragraph on page 8: "be" is missing. On the last paragraph "in question" should be replaced with "doubted". On page 9, first paragraph"... This action should be reconsidered with the relocation of the structures to another portion of the property or other federal/state owned property nearby with an accompanying interpretive center..." He requested that in the first sentence of the next paragraph the word "Draft EIS" be replaced with "response letter". Motion by Hood; second by Hurley to forward the proposed response letter to the City Council and authorize the Chairman to sign it, with the amendments proposed by Mr. Hurley included.. Review of Proposed City Response Letter on "Notice of Preparation of Draft Environmental Impact Statement - Marine Corps Air Station El Toro Community Reuse Plan" Mr. Whittenberg discussed the draft letter. This is regarding what issues we would like to see in the EIR when it's prepared. Mr. Hurley asked whether initiative precluded anything but a commercial airport? Mr. Whittenberg said no, a minimum of2000 acres was required to be an airport. Mr. Christ asked whether Seal Beach is in league with other cities to share staff resources? Mr. Whittenberg said currently no. Perhaps later on, but each city has different needs or opmlons. Mr. Hurley indicated he had a list of proposed amendments. On page 10 under "Mitigation Monitoring" amend the sets forth clauses to read "set forth the components as required in Section ...". On page 12, second paragraph a comma should be added to the final sentence. On page I 2, second paragraph the word "Draft EIS" should be replaced with "response letter". Motion by Hood; second by Rosenman to forward the proposed response letter to the City Council and authorize the Chairman to sign it, with the amendments proposed Page 2 Minutes of May 7, 1996 . . . .. Review of Proposed City Response Letter to County of Orange re: "Recirculated 1996 Draft Environmental Impact Report (EIR) for the Bolsa Chica Project" Mr. Whittenberg discussed the draft response letter. The response is limited to issues concerning the tidal inlet. Charles Moore, Blue Water Task Force of the Surfrider Foundation indicated he is opposed to diverting raw sewage into the surf zone at Bolsa Chica State Beach. He felt it was more appropriate to have it flow into the much larger Anaheim Bay wetland area. Perhaps after many years when the proposed wetland restoration at Bolsa Chica is mature and viable an opening can be added. He envisions an outlet similar to Malibu lagoon which silts up in the summer and breaks through in the winter. If this inlet is added now surfers will get sick. Mr. Hurley suggested several changes to the proposed response letter. The Board discussed the proposed amendments at length with various amendments to Mr. Hurley's proposed amendments and the proposed response letter. The "original draft response letter" is attached as Attachment 1 with the "revised draft response letter" attached as Attachment 2 for comparison purposes. Essentially, 1) paragraph 2 is removed from the letter and added to Item 1 of Attachment A; 2) later paragraphs are moved up; 3) the last sentence of the new paragraph 4 is relocated to the end of the new paragraph 6. Motion by Hood; second by Rosenman to forward the proposed response letter to the City Council and authorize the Chairman to sign it, with the amendments listed above. Staff Concerns Mr. Whittenberg indicated the Hellman family has indicated they will submit an application for some type of development in late summer or early fall. Board Concerns Dr. Rosenman indicated at the last meeting of the Regional Advisory Board for the Naval Weapons Station there was some concern regarding the thoroughness of some of the technical consultation. x. Adjournment Motion by Hood; second by Christ to adjourn to Tuesday, June 18, 1996 in the City Council chambers.
