7. Minutes of March 19, 1996
Chairman Voce indicated he had two minor corrections. Mr. Hurley said he had a couple
of changes. After Board discussion it was determine to continue this matter to the Board's
next regularly scheduled meeting to allow Mr. Hood to be present and to allow staff to
review the meeting tape to determine whether the City Manager had specifically answered
a question on the bottom of page 3.
Motion by Hurley; second by Rosenman to continue this matter until the next
regularly scheduled meeting.

8. Receive and File Staff Report I Instruct Staff to Schedule for Additional
Consideration at an Adjourned Meeting Date to be Determined - City Review
of Preparation of Response to "Recirculated 1996 Draft Environmental Impact
Report (EIR) for the Bolsa Chica Project", prepared by the County of Orange,
dated March 21, 1996
The Board determined to consider items 8 and 9 together. Mr. Curtis indicated a staff
report would be provided at the adjourned meeting. Mr. Voce suggested the matter be
scheduled as late as possible. Dr. Rosenman suggested the special meeting be held on
April 30th. Mr. Voce suggested the Board consider the water quality issue on one day
and the Bolsa Chica issue on another.
Motion by Rosenman; second by Christ to consider items 8 and 9 at a special
meeting to held on Tuesday, May 7, 1996 at 6:30 P.M. in the City Council
Chambers.

9. Receive and File Staff Report / Instruct Staff to Schedule for Additional
Consideration at an Adjourned Meeting Date to be Determined - City Review of
Preparation of Comments Regarding" 1996 Recirculated Draft Environmental Impact
Report - Bolsa Chica Local Coastal Program" and Status Report
10. Instruct Staff to Schedule for Consideration at an Adjourned Meeting Date to be
Determined - Discussion ofOceanlRiver Water Quality Issues (April 30th or May 7th
due to scheduling conflicts)
Motion by Rosenman; second by Christ to continue this matter to a special meeting
on Tuesday, April 30, 1996 at 6:30 P.M. in the City Council Chambers.

. VID. Staff Concerns
Mr. Curtis provided a brief update on the smoke/odor concerns regarding Burger King.
He indicated staff is working with SCAQMD to remedy the problem.
IX. Board Concerns
Dr. Rosenman indicated a tree committee has begun meeting to discuss the public tree
issue. Mr. Hurley asked the status of Bois a Chica lawsuit. Mr. Curtis indicated the
majority of the complaint has been thrown out by the superior court judge, the only
remaining element was the issue of the inlet. Dr. Rosenman discussed the naval weapons
station cleanup. He indicated the navy is attempting to determine what level of clean is
most appropriate.

Motion by Rosenman; second by Hurley to adjourn to Tuesday, April 30, 1996 in
the City Council chambers.
