Chairman Voce asked whereto there is anyway the City can get the Navy to grant additional review time for restoration documents? Boardmember Rosenman suggested they try discussing this matter with the RAB. Motion Carried: A YES: NOES: ABSENT: 3-0-0 Hurley, Rosenman, Voce None Christ, McGuire Public Hearings -none Scheduled Matters 10. Minutes of Joint Planning Commission I EQCB Meeting of April 23, 1997 Boardmember Hurley indicated he had a couple of changes. On Page 5, 5th paragraph from the bottom, second sentence "interviewing" should be "reviewing". On Page 7, third paragraph "subjectivity" and "objectivity" have been transposed in both locations. The third line of the paragraph that begins "Often there is ...", "subjective" should be 'objective". Three lines down the same change should be made. In the following paragraph, "objective" should be "subjective". On Page 9, there are two times under adjournment that are wrong. They should be 8:35 PM and 9:35 PM. Motion by Rosenman; second by Hurley to approve Minutes of April 23, 1997 as amended. Page 2 Minutes of June 17,1997 . . . EQCB Minutes of June 17, 1997 Motion Carried: AYES: NOES: ABSENT: 3-0-0 Hurley, Rosenman, Voce None Christ, McGuire 11. Minutes of May 6,1997 Mr. Hurley indicated a portion of the Minutes of May 6th, specifically a brief discussion by Assistant City Attorney Steele, was missing from the Minutes. Mr. Curtis indicated he remembered Mr. Steele's comments and they appear to have been inadvertently left out. Mr. Curtis indicated three people had worked on these Minutes and perhaps Mr. Steele's comments were never picked up. Also, on Page 2, in the paragraph beginning "Chris Webb..." the word "she" is added for no reason. The last line should have the word "what" added. Motion by Hurley; second by Rosenman to continue the Minutes of May 6, 1997 to the Board's next meeting. Motion Carried: AYES: NOES: ABSENT: 3-0-0 Hurley, Rosenman, Voce None Christ, McGuire 12. Minutes of May, 20,1997 Boardmember Rosenman asked that the Board not consider these until Boardmember McGuire was present. Chainnan Voce had the following corrections because he would not be present at the next meeting. On Page 26t top paragraph, last line should be changed to "Please articulate." On #10, last sentence, delete "from the runoff". On #12, it should be changed to readt "We need to ascertain the location of the 700 bags of archaeological artifacts deemed missing." Boardmember Hurley had the following corrections. On Page 5, last paragraph, third line a period should be added after "current knowledge", with the remainder of the sentence deleted. On Page 21, #5, the last word of the second line it should be "cites". On #8, third line from the bottom it should be "precede". On the last line it should be ".. . such as religious.. .". On Page 26, # 11 it should be "How will existing oil production along the river affect future use of this land." On Page 28, under the attachments the letter from the Meyerst has been left out. It should be attachment 1. Chainnan Voce pointed out that these Minutes are not what fonnally are being presented in the EIR as the deadline for comments has passed. Page 3 Minutes of June 17,1997 . . . EQCB Minutes of June 17, 1997 Motion by Rosenman; second by Hurley to continue the Minutes of May 20, 1997 with the amendments discussed tonight to the Board's next meeting. Motion Carried: AYES: NOES: ABSENT: 3-0-0 Hurley, Rosenman, Voce None Christ, McGuire VIII. Staff Concerns Mr. Curtis indicated his only concern is to advise the Board that tonight's meeting will be continued to June 24, 1997. IX. Board Concerns Boardmember Rosenman asked why archaeological consultant wasn't at May 20th meeting after Boardmember McGuire had requested it. Mr. Curtis indicated Mr. Whittenberg could better answer this at the Board's next meeting as he will be present at that meeting. Boardmember Rosenman asked if the EIR is being revised for cultural resources. Mr. Curtis discussed the two separate processes going on regarding cultural resources. He was not certain how much of the cultural resources will be included in the EIR. Mr. Whittenberg could address this better at the next meeting. Boardmember Hurley expressed concern with the schedule of the FIER hearing. Mr. Curtis indicated the schedule is an estimate at this point. The Board can have their hearing later if they need additional review time, however, putting off the hearing once it's actually scheduled could place the Boardts hearing after the Planning Commission's. Mr. Curtis indicated that to keep these hearings in the normal order and allow the Board the time they feel they need it would take away about one month from the review period allowed for the Planning Commission and City Council. x.
