HomeMy WebLinkAboutRDA Min 1981-10-27 10-27-81 Seal Beach, California October 27, 1981 The Redevelopment Agency of the City of Seal Beach met in regular session at 6:45 o'clock p.m. with Chairman Supple calling the meeting to order with the Salute to the Flag. ROLL CALL Present: Chairman Supple Agency Members Kredell, Laszlo, Seitz, Vanderstaay I Absent: None Also present: Mr. Parker, Executive Director Mr. Coughlan, City Attorney Mr. Joseph, Assistant City Manager Mr. Thomas, Finance Director Mrs. Yeo, Secretary WAIVER OF FULL READING Laszlo moved, second by Vanderstaay, to waive the reading in full of all resolutions and that consent to the waiver of reading shall be deemed to be given by all Agency members after reading of the title unless specific request is made at that time for the reading of such resolution. AYES: NOES: Kredell, Laszlo, Seitz, Supple, Vanderstaay None Motion carried APPROVAL OF MINUTES Laszlo moved, second by Vanderstaay, to approve the minutes of the regular meeting of September 28, 1981 as presented. AYES: NOES: Kredell, Laszlo, Seitz, Supple, Vanderstaay None Motion carried I AGREEMENT - SEAL BEACH HISTORICAL SOCIETY - RED CAR MUSEUM The Assistant City Manager stated the proposed agreement to lease a portion of the Pacific Electric Right-of-Way for the red car museum had been revised as directed by the Agency at the September 28 meeting. Agency member Vanderstaay inquired as to the responsibility for grounds upkeep of the leased site. The Assistant City Manager responded that the City provides maintenance of the landscaped areas. Discussion followed regarding definition of terms, restriction of ingress and egress and vehicular access to the site, availability of parking in the immediate area, proposed use of the site, the amount of landscaped area being considered under this lease, Society proposed tree plantlngs and the responsibility of maintaining same, the possible future installation of sanitary facilities In this area and continued public use of the Pacific Electric Right-of-Way. It was noted the certificate of insurance would be required from the Society and retained on file for the term of the lease. As recommended by the Executive Director, Kredell moved, second by Laszlo, to approve the proposed Agreement between the Redevelopment Agency and the Seal Beach Historical Society for the lease of a portion of the Pacific Electric Right of Way for the red car museum with an amendment to Section 8 to read "Agency shall maintain the landscaped area within and adjacent to the site". AYES: NOES: KredeJl, Laszlo, Seitz, Supple, Vanderstaay None Motion carried I ANNUAL FINANCIAL STATEMENT - PERIOD ENDING JUNE 30, 1981 Councilman Supple questioned the second item listed under expenditures on page three of the Financial Report; Finance Director, Mr. Thomas, responded the $421,800 figure represents administration, engineering and maintenance costs of the Pacific Electric Right of Way for the past three years which has been officially recorded as a debt by 10-27-81 I resolution of the Agency and that the auditors recommended it be recorded as an expenditure and noted a breakout of each actual expense could be provided. Mr. Supple Inquired about future Trailer Park expenditures. The Finance Director estimated expenditures for the current year to be about $80,000, $40,000 to $50,000 for the next fiscal year with all relocation payments expected to be complete by 1982-83. Chairman Supple suggested that the audit report contain each year a statement of scheduled principal and interest payments on the four million dollar bond debt and that the Agency be provided a projected cash flow statement for a ten year period. Agency Member Kredell Inquired as to maintenance cost responsibility for public areas within Agency boundaries; the City Attorney explaIned that land owned by the Agency would be maintained at the cost of the Agency and likewise with land ownership held by the City. Chairman Supple suggested that the City Attorney provide clarification of those sites where the title holder and obligation to maintain the land may be different. Kredell moved, second by Vanderstaay, to receive and file the Financial Statement for the Seal Beach Redevelopment Agency Riverfront Redevelopment Project examined by Diehl, Evans & Company, Certified Public Accountants, for the period ending June 30, 1981. AYES: NOES: Kredell, Laszlo, Seitz, Supple, Vanderstaay None Motion carried ORAL COMMUNICATIONS Chairman Supple declared oral communications open. Agency Member Kredell asked If there is a deadline for completion of cabana construction in the Trailer Park. The City Attorney explained that unless a completion date requirement is set forth as a condition of tract map approval, the only applicable requirements fall under the Building Code. There were no other oral communications; Chairman Supple declared oral communications closed.
