ROLL CALL Present: Cha i rman Grgas Agency Members Brownell, Laszlo, Risner, Vanderstaay 'I Absent: None Also present: Mr. Parker, Executive Director Mr. Stepanicich, City Attorney Mr. Thomas, Finance Director Mr. Antos, Associate Planner Mrs. Yeo, Secretary Chairman Grgas read the Notice of Special Meeting for the record as follows: Victor Grgas, 216 - 15th Street, Seal Beach, California Joyce Risner, 845 Driftwood Avenue, Seal Beach, California Oscar Brownell, 13262 Southport Lane, 184-F, Seal Beach, Cal ifornia Frank Laszlo: 4480 Candleberry Avenue, Seal Beach, California Willemke Vanderstaay, 13540 St. Andrews Drive, 4-G, Seal Beach, Ca 1 i forn i a NOTICE IS HEREBY GIVEN that Victor Grgas as presiding officer of the Redevelopment Agency of the City of Seal Beach hereby calls and gives notice of a Special Meeting of the Redevelopment Agency of the City of Seal Beach to be held and convened at the hour of 6:45 p.m., Monday, November 8, 1982 in City Council Chambers, 211 - 8th Street, Seal Beach, California, for the purpose of considering: I 1. A Proposed Resolution "Approving A Change In The Boundaries Of The Surfside Redevelopment Project Area." 2. A Proposed Reso 1 ut i on "Consent i ng to Hold A Joint Public Hearing On The Redevelopment Plan For the Surfside Redevelopment Project." 3. A Proposed Resolution "Authorizing Cash Advanced By The City To The Redevelopment Agency Through June 30, 1982." 4. 1981-82 Redevelopment Agency Annual Audit. 5. Redevelopment Agency Minutes of October 11 and October 25, 1982. AND TO TAKE SUCH ACTION AS MAY BE APPROPRIATE IN CONNECTION WITH THE ABOVE. Dated this 3rd day of November, 1982. Yeo, Secretary 11-8-82 WAIVER OF FULL READING Risner moved, second by Laszlo, to waive the reading in full of all resolutions and that consent to the waiver of reading shall be deemed to be given by all Agency members after reading of the title unless specific request is made at that time for the reading of such resolution. AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried I RESOLUTION NUMBER 82-12 - CHANGE IN BOUNDARIES - SURFSIDE REDEVELOPMENT PROJECT Resolution Number 82-12 was presented to the Agency entitled "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH APPROVING A CHANGE IN THE BOUNDARIES OF THE SURFSIDE REDEVELOPMENT PROJECT." By unanimous consent, full reading of Resolution Number 82-12. The Executive Director reported that a change in the boundaries is proposed pursuant to the recommendation from Katz Hollis, consultant to the City, whereas by placing the ocean area and oil production within the project boundaries could result in a negative assessment and reduction in tax increment monies from the Project Area, therefore the area from the mean high tide line to the three mile limit is proposed for deletion. Risner moved, second by Grgas, to adopt Resolution Number 82-12 as presented. AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried I RESOLUTION NUMBER 82-13 - CONSENTING TO JOINT PUBLIC HEARING - SURFSIDE REDEVELOPMENT PROJECT Resolution Number 82-13 was presented to the Agency entitled "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH CONSENTING TO HOLD A JOINT PUBLIC HEARING ON THE REDEVELOPMENT PLAN FOR THE SURFSIDE REDEVELOPMENT PROJECT." By unanimous consent, full reading of Resolution Number 82-13 was waived. The Executive Director stated the public hearing will be held December 13th. Laszlo moved, second by Vanderstaay, to adopt Resolution Number 82-13 as presented. AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried RESOLUTION NUMBER 82-14 - RECORDING INDEBTEDNESS OF THE AGENCY TO THE CITY Resolution Number 82-14 was presented to the Agency entitled "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH, CALIFORNIA, RECORDING INDEBTEDNESS OF THE AGENCY TO THE CITY OF SEAL BEACH IN THE AMOUNT OF $401,919 FOR CASH ADVANCED THROUGH JUNE 30, 1982." By unanimous consent, full reading of Resolution Number 82-14 was waived. Councilman Brownell moved that the resolution be amended to include interest at twelve percent on those funds that were advanced during the last fiscal year, $182,531. Councilmember Risner seconded the motion. AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried Laszlo moved, second by Vanderstaay, to adopt Resolution Number 82-14 as amended. I AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried FINANCIAL STATEMENTS - FISCAL YEAR ENDING JUNE 30, 1982 Brownell moved, second by Risner, to receive and file the Redevelopment Agency, Riverfront Redevelopment Project, annual Financial Statements for fiscal year ending June 30, 1982 as presented. AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried 11-8-82 MINUTES Vanderstaay moved, second by Risner, to approve the minutes of the October II, 1982 regular meeting and the October 25, 1982 regular adjourned meeting as presented.- AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried ORAL COMMUNICATIONS I Chairman Grgas declared oral communications open. Agency member - Laszlo suggested that consideration be given to increasing compensa- tion to the Redevelopment Agency members. The Executive Director stated he would review the legal limitations and report at next meeting. There were no other oral communications; Chairman Grgas declared oral communications closed.
