I ROLL CALL Present: Cha i rman Grgas Agency Members Brownell, Laszlo, Risner, Vanderstaay Absent: None A Iso present: Mr. Parker, Executive Director Mr. Stepanicich, City Attorney Mrs. Yeo, Secretary WAIVER OF FULL READING Vanderstaay moved, second by Brownell, to waive the reading in full of all resolutions and that consent to the waiver of reading shall be deemed to be given by all Agency Members after reading of the title unless specific request is made at that time for the reading of such resolution. AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried I RESOLUTION NUMBER 83-1 - ARCHITECTURAL REVIEW BOARD - TWO-STORY CABANA CONSTRUCTION - TRAILER PARK Resolution Number 83-1 was presented to the Agency entitled "A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF SEAL BEACH APPOINTING THE SEAL BEACH PLANNING COMMISSION AS THE ARCHITECTURAL REVIEW BOARD FOR TWO-STORY CABANA CONSTRUCTION IN THE SEAL BEACH TRAILER PARK." By unanimous consent, full reading of Resolution Number 83-1 was waived. Risner moved, second by Laszlo, to adopt Resolution Number 83-1 as presented. It was clarified that the Architectural Review Board would not be enacted until such time as the ordinances revising the height limits and establishing construction standards are in effect. AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried AMENDING PARTICIPATION and DISPOSITION AGREEMENT - DEVELOPMENT STANDARDS FOR TWO-STORY CABANAS The Executive Director stated that the proposed amendments strengthen the provisions of the proposed ordinances being considered by the City Council relating to height limits and construction standards .for cabanas, explaining that the first amendment reiterates the twenty foot spacing. between two-story cabanas and the second amendment places the responsibility of tearing down any unfinished two-story structures upon the expiration of the two-year permit on the property owner. Mr. Parker stated that Mr. Dawson had agreed to both amendments. Risner moved, second by Brownell, .to approve the amendments to the Participation and Disposition Agreement as presented. I AYES: NOES: ABSTAIN: Brownell, Grgas, Laszlo, Risner None Vanderstaay Motion carried PROJECT AREA COMMITTEE - RULES and REGULATIONS The Executive Director presented revised Rules and Regulations for the Project Area Committee and stated that amendments to these Rules and Regulations will be presented for consideration at a later time relating to the latitude of the responsibilities of the PAC and to the conflict of interest provisions, as recommended by the City Attorney. Risner moved, second by Vanderstaay, to approve the Rules and Regulations as presented. Councilmember Grgas stated he would like disclosures made 2-28-83 by PAC members for public information where a conflict of interest may exist. The Agency briefly discussed Section VI of the Rules relating to representation before public bodies on behalf of the PAC. AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried APPROVAL OF MINUTES Laszlo moved, second by Risner, to approve the minutes of the January 24, 1983 regular meeting. AYES: NOES: Brownell, Grgas, Laszlo, Risner, Vanderstaay None Motion carried I ORAL COMMUNICATIONS Chairman Grgas declared oral communications open. It was clarified that the change of residence for Project Area Committee member Mrs. Rountree would not affect her Committee membership status as an organization representative. There were no other oral communications; Chairman Grgas declared oral communications closed.
