The Redevelopment Agency of the City of Seal Beach met
in regular session at 6:48 p.m. with Chairman Laszlo calling
the meeting to order with the Salute to the Flag.

WAIVER OF FULL READING
Risner moved, second by Vanderstaay, to waive the reading
in full of all resolutions and that consent to the waiver
of reading shall be deemed to be given by all Agency Members
after reading of the title unless specific request is made
at that time for the reading of such resolution.

RESOLUTION NUMBER 83-3 - ADOPTING CALIFORNIA ENVIRONMENTAL
QUALITY ACT GUIDELINES
Resolution Number 83-3 was presented to the Agency entitled
"A RESOLUTION OF THE REDEVELOPMENT AGENCY OF THE CITY OF
SEAL BEACH REPEALING RESOLUTION NUMBER 82-1 AND ADOPTING
BY REFERENCE PROCEDURES IMPLEMENTING THE CALIFORNIA
ENVIRONMENTAL QUALITY ACT, AND THE GUIDELINES OF THE
SECRETARY FOR THE RESOURCES AGENCY, AS AMENDED, 1983."
By unanimous consent, full reading of Resolution Number
83-3 was waived. In response to Chairman Laszlo, the City
Attorney verified that adoption of the revised guidelines
is mandatory pursuant to State law. Risner moved, second
by Brownell, to adopt Resolution Number 83-3 as presented.

ANNUAL FINANCIAL STATEMENT
Vanderstaay moved, second by Brownell, to receive and file
the annual financial statement for the Redevelopment Agency
for fiscal year ending June 30, 1983.

AGENCY MINUTES
Risner moved, second by Brownell, to approve the minutes
of the October 24, 1983 regular meeting as presented.
Agency Member Vanderstaay stated she would abstain from
voting on this item as she was absent from the October
24th meeting.
