SUBJECT: REVIEW OF CLASS SPECIFICATION FOR THE
POSITION OF DIRECTOR OF PUBLIC WORKS
SUMMARY OF REQUEST:
This report is provided in response to a request by Councilmember Miller
regarding the classification specification for the position of Director of Public
Works. It is recommended that the City Council:
1. Discuss the current classification specification for the position of
Director of Public Works; and /or
2. Receive and file the report; and /or
3. Provide direction to staff as appropriate.
BACKGROUND:
The City Council adopted Resolution No. 5628 on December 10, 2007, which
amended the classification specification of the positions of Director of Public
Works /City Engineer and Assistant City Engineer and separately established the
classification of Director of Public Works and City Engineer, and eliminated the
classification of Assistant City Engineer.
Attached for reference is a copy of: 1) classification specification for Director of
Public Works (dated April 24, 2006) that was in place prior to adoption of
Resolution No. 5628; 2) December 10, 2007 Council agenda report, including the
Resolution and classification specifications for Director of Public Works and City
Engineer; and 3) current classification specification for Director of Public Works
(approved 4/13/09).

FISCAL IMPACT:
The current salary range for the position of Director of Public Works is $11,144-
$13,546. The current salary range for the position of City Engineer is $9,147-
$11,118.
RECOMMENDATION:
It is recommended that the City Council:
1. Discuss the current classification specification for the position of
Director of Public Works; and /or
2. Receive and file the report; and /or
3. Provide direction to staff as appropriate.

DEFINITION
To plan, direct, manage and oversee the activities and operations of the Public Works Department
including engineering services and inspections, building, street and sewer maintenance activities and
contract administration; to coordinate assigned activities with other departments and outside agencies;
and to provide highly responsible and complex administrative support to the City Manager.

SUMMARY OF REQUEST:
The purpose of this report is to request Council adoption of a resolution approving amendments
to the Classification PIan and job specification of the positions of Director of Public Works/City
Engineer and Assistant City Engineer to separately establish the classifications of Director of
Public Works and City Engineer, and to eliminate the classification of Assistant City Engineer.
BACKGROUND:
With the recent vacancies in the positions of Director of Public Works/City Engineer, Assistant
City Engineer, and Associate Engineer, the Appointing Authority (City Manager) took the
opportunity to evaluate the position specifications and distribution of labor for the three
positions.
The City's Public Works Department is a department with a recent high volume of work in
different areas such as engineering, streets, water, sewer, and landscape. In the near term future
the volume of capital projects will decline and, for that reason, we intend to not immediately fill
the Associate Engineer position while the workload is further evaluated. In addition to the day -
to-day operation and maintenance of public works services, time, effort, commitment, and
diligence is also required in addressing issues that needs Coastal Commission approval.
It was determined that the Department would be better served by splitting the duties of the
Director of Public Works/City Engineer into two positions, Director of Public Works and City
Engineer, including the duties of the Assistant City Engineer position iu the City Engineer
position, and eliminating the position of Assistant City Engineer. This would assist the Director
in providing greater short-term and long -term planning for the department as a whole, while

engineering services would be enhanced consolidating the duties and leadership of the
Engineering Division to a dedicated position.
MANCIAL FACT:
There is no fiscal impact for the amendments.

GENERALPURPOSE
Under general direction of the City Manager, plans, directs, manages, and evaluates the
administrative, engineering, and maintenance programs and services of the Public Works
Department, including engineering, streets, utilities, beaches, equipment maintenance,
buildings and facilities, and traffic programs; participates as a member of the City's
Executive Management Team; and does related work as required.
DISTINGUISHING CHARACTERISTICS
The Director of Public Works is distinguished from the City Engineer by its broader scope
of functional responsibility, decision- making authority, budgetary accountability, span of
supervisory control, and external interfaces with City Council, developers, contractors,
consulting engineers, and engineering and planning agency representatives.
ESSENTIAL FUNCTIONS
The duties listed below are intended only as illustrations of the various types of work that

1. Directs, plans, manages, and evaluates the operations, programs, polices, standards,
and procedures of the Public Works Department, including engineering design, utility
design and construction, project management, transportation planning, and public
works installation, repair, and maintenance projects and services.
2. Establishes, prioritizes, and evaluates departmental goals and objectives related to
Engineering and Maintenance Services Operations and Capital Improvement Program,
including contracts, agreements, and work activities.

Manager.
5. Directs the selection, training, supervision, evaluation, and disciplining of employees
within the department and recommends staffing, training, and employee coaching for

reports, and recommendations on behalf of the department to the City Manager, City
Council, advisory groups and professional associations.
7. Develops, implements, and evaluates departmental operating and capital budget

officials from OCTA, CalTrans, MWDOC, OCWD, and other bodies in determining and

Ability to:
Plan, organize and direct public works construction and maintenance activities related to
engineering, subdivisions, private developments, streets, sewers, storm drains, water
systems, traffic signal system, beaches public buildings and facilities; vehicle
maintenance, and capital improvement projects; direct the selection, training, supervision,
evaluation of departmental personnel; prepare and manage the departmental budget;
communicate effectively with others, both orally and in writing; prepare and present
administrative reports, recommendations and oral ,presentations to executive and advisory
bodies; establish and maintain effective working relationships with staff, management,
consultants, contractors, developers, governmental officials, public and private
representatives, and others during the course of work.
Education/Training/Experience:
Bachelor's Degree from an accredited four -year college or university with a major in Public
Administration, Civil Engineering or a related field is required. Eight years of professional,
administrative and managerial experience involving public works construction and
administration is required.
Licenses, Certificates; Special Requirements:
Ability to obtain a valid Class C California driver's license, acceptable driving record, and
evidence of insurance.
Ability to work extended hours in order to complete projects, attend meetings, and
accommodate City needs.

WORK ENVIRONMENT
The employee frequently works in office conditions where the noise level is usually
moderate, at and below 85 decibels. The employee occasionally attends meetings,
conventions, City events, and other functions on behalf of the City, including evening and
weekend hours. Driving to various City sites is required to complete work projects where
the incumbent would encounter outside noise, dust, and debris.
